Xinhua said a Politburo meeting on Monday found that the two had formed cliques, taken exceptionally large bribes, and been disloyal to the party. Zhang was the senior vice chairman of the Central Military Commission, and Liu was chief of its Joint Staff Department. Probes were announced in January, and both men were removed from the commission in late August. The cases go to military prosecutors. A plenary session of the Central Committee still has to ratify the expulsions.
The Ethiopian Peoples' Forces Alliance for Survival was announced Sunday. Fano leader Zemene Kassie read the statement on Tigrai TV. It joins the Tigray People's Liberation Front and the Amhara Fano National Movement, which fought on opposite sides of the 2020-2022 war, with the Oromo Liberation Army and groups from the Somali, Afar, and Benishangul-Gumuz regions. The text calls for a transitional government under a charter. Abiy's spokesperson, Billene Seyoum, said Eritrea was paying the groups. Asmara has denied earlier charges of the same kind.
Administrator Bryan Bedford said an old communications circuit at Philadelphia TRACON failed Monday morning. The fiber backup was already cut along a 600-foot stretch between New Brunswick, New Jersey, and Newark. Transportation Secretary Sean Duffy said an Amtrak construction crew cut that line. FlightAware counted more than 400 cancellations by afternoon. The ground stops covered Newark, JFK, LaGuardia, Philadelphia, and Teterboro. JFK and LaGuardia resumed first.
The department announced the agreement on Friday, September 18, with a parallel $950,000 resolution for UPMC. Attorney General Todd Blanche said the deals close investigations into billing for that care. NYU Langone had already closed its youth program in February and said it denies wrongdoing. A grand jury subpoena this year sought records of patients under 18. Mount Sinai reached a similar agreement earlier in September. Care for adults continues.
The channel went up Monday evening and calls itself Trump TV: The Essentials Station. Its first clip was the July 3 speech at Mount Rushmore. Over the weekend the president pulled White House credentials from CNN, MS NOW, and Politico, and those three outlets have sued. The television pool, which includes CBS, NBC, ABC, CNN, and Fox, suspended coverage of Monday's events, including the meeting with Mayor Zohran Mamdani.

AAA put the national average at $6.51 on September 20, up from $3.70 a year earlier. Senator Chuck Grassley and Representative Ashley Hinson of Iowa asked President Trump to suspend exports during harvest. Representative Tim Burchett has a bill to block diesel exports until January 2027, and another that would start a ban above $5 a gallon and lift it under $4.50. Interior Secretary Doug Burgum has said a ban would fail to cut the pump price. The United States is the world's largest diesel exporter, and distillate stocks sit 13 percent under their five-year average.
The taxes are 38.5 cents a gallon on gasoline and 47 cents on diesel. AAA put regular gasoline in Ohio at $4.52 on September 21, up from $3.04 a year earlier, and Ramaswamy said diesel in the state hit $6.76. Fuel taxes raise about $2.6 billion a year for roads. He wants the money replaced from the transportation department's cash balance, the general revenue fund, or the rainy-day fund, and he set a target of next week. The General Assembly is in recess until after the November 3 election. His running mate is Senate President Rob McColley, and House Speaker Matt Huffman is on the plan. Democrat Amy Acton called for a holiday the same day. A joint press conference is Wednesday.

Decree 498, signed September 15, imposes a 60-day emergency in eight provinces after 442 homicides between August 16 and September 10. In Quito, Secretary of State Marco Rubio offered a Coast Guard cutter and five interceptor boats and said he would ask Congress for another $45 million in security aid. Noboa called that request a good initiative on September 17.
On CNBC Monday he said the July incident, in which OpenAI models in a cyber evaluation reached Hugging Face production servers, sits with the company's management. He cited MIT's Daniel Huttenlocher for the same view. At a House Financial Services Committee hearing on September 15 he opposed a liability exemption for AI labs and said creators should be liable for what they build. OpenAI said in August that it could have reacted sooner.
Bessent said Sunday's talks in New York with Vice Premier He Lifeng produced a U.S.-China AI dialogue and a proposed incident line for safety failures. He put the next meeting in about two months in Shenzhen, alongside the APEC summit. The Busan tariff truce still expires on November 10. Bessent said the two sides discussed that date and did not announce an extension. Trump is due to host Xi at the White House on September 24.
KCNA's Tuesday account described a Sunday test and showed a screen labeled Hwasongpho-11Ma-1, with Kim's daughter Ju Ae beside him. South Korea's Joint Chiefs said two short-range ballistic missiles left Wonsan that afternoon. The first flew about 450 kilometers and the second more than 600. Kim Yo Jong said Friday that U.S.-led drills would leave Pyongyang's nuclear course unchanged. The Security Council bars ballistic launches.
IRNA said he departs Tuesday. The general debate runs September 22-26 and September 28, and he is due to speak during it. On September 17 the State Department granted visas to Pezeshkian, Foreign Minister Abbas Araghchi, and a smaller core delegation, and it limited members to UN business. Trump told Fox News he would probably be open to a meeting. He also listed further strikes, a wrecked economy, or a deal. The war began in late February.
Reuters said the announcement is set for Tuesday at the UN General Assembly, his first multinational meeting as prime minister, where he will also meet President Trump. Britain's Defence Rapid AI Delivery Taskforce will work with the U.S. Department of War's Chief Digital and Artificial Intelligence Office on shared systems for critical infrastructure. A U.S. heavyweight torpedo has been fired from a British undersea drone, the first such shot from an unmanned vehicle by either country. The partnership sits alongside AUKUS submarine work. Burnham said next year's G20, which Britain hosts, will meet in Manchester.
Two people told Reuters the talk happened Monday while the planes refueled. Zelensky was on his way to the UN General Assembly in New York, where he plans to meet President Trump. Ratcliffe was returning from a meeting with Egyptian President Abdel Fattah el-Sisi. On August 25 Ratcliffe was in Moscow with Russian intelligence officials, and one source said that trip concerned Ukraine. Neither side has described the Shannon conversation.
Artificial Analysis scored it at 46 on the Intelligence Index, two points above Grok 4.6, and at 56 on the Coding Agent Index with Grok Build, nine points higher. On the private AA-Briefcase set it gained 111 Elo, to 1657. In a lab's own harness it ranked fourth on that coding index, behind Claude Fable 5.1, GPT-6 Astra, and Claude Opus 5. The posted price is $2 per million input tokens and $6 per million output tokens, with cached input at $0.50. The context window is 500,000 tokens. At the xhigh setting it used about 81,000 output tokens per Intelligence Index task, against 36,000 for Grok 4.6.
The company said the group will review how results are checked and described, and how research tools get built. On September 11, twenty-five Fields medalists posted a statement on Terence Tao's blog saying the labs' aims and the mathematical community's aims are severely misaligned, after OpenAI's claimed work on the Navier-Stokes equations. Endorsements of that letter have passed 7,400.
Senate Bill 886 and Assembly Bill 2383 tell the Public Utilities Commission to set data-center rates so operators pay for grid connections and upgrades. Assembly Bills 1577, 2469, and 2619 require water-use figures, and AB 2469 blocks a local permit until the developer files a water assessment. Senate Bill 887 ends the blanket skip of environmental review. AB 2619 defines a hyperscale site as more than 10,000 servers or more than 25 megawatts. Newsom vetoed a similar water-disclosure bill from Assemblymember Diane Papan last year.
The case is Landsheft v. Apple. Eligible buyers are U.S. residents who bought an iPhone 15 Pro, 15 Pro Max, or an iPhone 16 model between June 10, 2024, and March 29, 2025. The presumptive payment is $25 per device, with a cap of $95, and the claim deadline is December 21, 2026. Verita Global is the administrator. Apple agreed to the fund in May and admitted no wrongdoing. The suit says WWDC 2024 created an expectation that the Siri features would ship with the iPhone 16. Axios reported those features later shipped with iOS 27.
Shares rose about 10 percent Monday and touched $613.92 in the session, closing near $616. AMD is the fourth U.S. chipmaker over $1 trillion, after Nvidia, Broadcom, and Micron. Nvidia is worth more than $5 trillion. Intel rose about 12 percent the same day. Semafor tied the chip rally to Meta's Muse reaching the top free app on Apple's store, and said the Nasdaq posted its first record close since June.
The transport ministry said Monday that the decision turned on clarified questions of speed-limit compliance and driver oversight, using experience from other countries and extra European data. Czechia is the seventh European Union country to clear the system, after the Netherlands, Lithuania, Estonia, Denmark, Belgium, and Slovenia. Those approvals rest on national exemptions under a framework the Dutch regulator RDW set out in April. Tesla said the rollout will begin soon.
The main camera uses six blades, each about as thick as a human hair, moved by electromagnets. During the teardown one blade left the lens stack. iFixit scored the phone a provisional 7 out of 10, the same score it gave the 17 Pro, because the battery is screwed in and the camera module comes out as a unit. Apple has not posted 18 Pro parts. The 17 Pro camera assembly is $249 in the self-service store. A stuck blade means replacing that whole assembly.
The Data Protection Commission said Web & App Activity, Location History, and Location Accuracy broke GDPR rules on lawful, fair, and transparent processing from 25 May 2018 to 4 February 2020. The inquiry opened in 2020 after complaints coordinated by the European Consumer Organisation. Google has six months to change the practice. The company said the policies were updated from 2019 and that it will appeal. A court still has to approve collection of the fine. It is the commission's fourth-largest penalty.
The 8-K covers purchases from September 14 through September 20 at an average of $79,670, paid from the USD Cash reserve. Michael Saylor said holdings stand at 846,000 BTC, bought at an average of $75,416, for a total cost of about $63.8 billion. That stack is 1,363 coins under the June 22 high of 847,363. As of September 20 the USD Reserve was $5.04 billion and USD Cash was $1.05 billion. Over the same days the company used $57.4 million of the reserve for preferred dividends and interest.
The U.S. program went live on September 15. A tap on a supported ticker shows the chart and the posts, then a Trade button sends the person to the partner's site to sign in and place the order. Interactive Brokers covers stocks, options, futures, and currencies. Coinbase, Kraken, and Gemini cover crypto. Moomoo covers stocks and crypto through its regulated entities. X said the pilot had generated about $1 billion of trading in the first three days. StockTwits introduced the cashtag on Twitter in 2008.
Apple's listing is for an Apple Pay Financial Product Strategy Lead in New York or Cupertino. Preferred qualifications include stablecoins, tokenized deposits, blockchain, and peer-to-peer payments or credit cards. Google Cloud is hiring an Industry Principal Architect for Web3 in Hong Kong to advise exchanges, custodians, and firms that tokenize assets across Asia-Pacific. Neither listing announces a new stablecoin.
The route is about 7,000 kilometers. Petal uses two-core fiber in a 24-pair cable, which Meta counts as 48 pairs, and it is the first repeatered ocean system the company describes at a full petabit. NEC and Sumitomo Electric are building it, with Orange at the French landing. Service is planned for 2029. Meta says the design doubles the capacity of its Anjana cable.
CNN reported on September 18 that, this spring, the military prepared to intercept the vessel in the Middle East after a chatbot misidentified what was aboard. A source told CNN the episode almost started a war. Semafor ran the account on Monday. Stanford war games have been timing how fast a machine target list outruns a command post. A drone veteran told the Financial Times that a list of 1,000 machine-picked targets was arriving faster than people could clear it.
International Copper Study Group figures put production at 11.34 million tonnes, down from 11.47 million a year earlier. Chile, the largest producer, fell 6.6 percent. Concentrate losses at Grasberg in Indonesia and Kamoa-Kakula in Congo have taken about 600,000 tonnes out of this year's expected supply. On Monday, Comex copper for December delivery touched $6.8410 a pound, the highest since September 10. S&P has called a large deficit a systemic risk. Demand forecasts still point to a rise of about 50 percent by 2050.
Brian Lee of Keck Medicine published the study Monday in the Annals of Internal Medicine. It uses the National Health Interview Survey, more than 114,000 adults from 2018 through 2024. From 2022 to 2024, any drinking in the past year fell by nearly 2 percent and heavy drinking fell by more than 8 percent. In the 50-to-64 group, any drinking rose 4 percent across the full span. The average age of an alcohol-cirrhosis diagnosis is in the 50s.
The Robotics Metaplant Application Center is a testbed and a training site for Atlas on Hyundai Motor Group assembly lines. The plant is in the U.S. state of Georgia. Boston Dynamics said the robots will take tasks inside automobile production there.
Founder Augustus Doricko said the round will enlarge a lab that measures the atmosphere and seeds clouds. The backers named on the announcement include DCVC, Lowercarbon, Upfront, and Dream Ventures. Terraform Industries, which wrote one of the checks, called the company one of the few it has backed.
Casey Handmer said the desert site produced carbon dioxide in July and hydrogen in August, then methanol in a reactor shipped up from Burbank. The solar field there is 1.8 megawatts. He said a methane reactor at the same site has raised output 250-fold and cut contaminants tenfold since the first pipeline-grade gas two years ago. Methanol is the intermediate the company plans to turn into longer-chain fuels.
Jake Buehler's September 21 Quanta piece follows them to Barbara McClintock, who described mobile genes in corn in 1944 and received the Nobel Prize in 1983. Retrotransposons, which copy through RNA, make up nearly half of human DNA on their own, and leftover retrovirus sequence is about 8 percent. A transposon landed in the cortex gene of the peppered moth around 1819 and produced the black wings that spread after coal soot darkened English trees. The same class of sequence is tied to the evolution of the placenta.
The model keeps the V2.5 architecture and adds a multi-token prediction drafter. The weights are on Hugging Face under XiaomiMiMo. The release note says an Artificial Analysis score is still pending.
The report says YMTC, which stacks NAND to 270 layers with its Xtacking process, wants about 25,000 wafers of DRAM and trial production of LPDDR5 by the end of 2026. CXMT, China's main DRAM maker, is described as planning a NAND research and production line in Beijing, with mass production in 2028 or 2029 at the earliest. The two firms had split DRAM and NAND under the state's localization policy. DigiTimes expects patent fights to follow.
The tag is 29.4.2.knots20260508. Pull request 419, merged the same day, lengthens coinbase maturity to 45 days from block 973440 through block 979920. The notes say a node already pruned past September 21 may have to resync from scratch. Dashjr wrote that activation had moved to Monday afternoon and that miners and node operators should upgrade before then.
The Dex5-S is life-size. Unitree says each joint is backdrivable and carries a limit on impact torque. The price excludes tax and shipping. Chris Paxton, who posted the clip, put the grasp load at up to 4.5 kilograms, depending on the grip.
Tobi Lutke said the deal covers agentic checkout with Shop Pay on every Shopify store. Mark Zuckerberg said shoppers will buy inside Muse and that more retail partnerships are coming. Muse is the assistant Meta shipped this month. Semafor said it had reached the top of Apple's free-app chart, the same session that carried chip stocks to records.
Patrick Wardle of Objective-See published a proof of concept called not-a-mused. An unprivileged process can change an undocumented setting, endo_voyager_dictation_endpoint, and send dictated audio and prompts to a server the attacker controls. The bug needs code already running on the machine. Meta's bug bounty for Muse pays up to $300,000. The app launched in the United States on September 8, and each user session runs in its own cloud virtual machine behind a permission check called Sentinel.
Researcher Patrick Garrity's tracker, current as of Monday, matches those CVEs to known exploited bugs. The confirmed case is CVE-2026-26980, a critical SQL injection in the publishing software Ghost. That is under half a percent of the list. Glasswing is the defensive program that uses the restricted Mythos Preview model to find flaws. Garrity said the disclosed set has produced about the same attacker outcomes as a random sample of other vulnerabilities.
