He spoke on Tuesday and said he expects an agreement right after the November 3 midterm elections. The war is nearly seven months old. It followed strikes with Israel in June 2025 and a larger campaign that began at the end of February. One member of Iran's delegation was in the hall. He also asked other countries to isolate Iran economically. The Los Angeles Times reported that fewer than a third of Americans approve of his handling of the conflict.
Treasury Secretary Scott Bessent said on Monday that secondary sanctions would shut Iranian airlines out of foreign airports on September 23. Iraq told its civil aviation authority to suspend Iranian flights into Baghdad from Wednesday. Iran's civil aviation organization said Tehran–Baghdad and Tehran–Muscat services stop at midnight, and officials are discussing a diversion to Najaf. Flights to Istanbul stay on the schedule. On September 8 the Treasury sanctioned 36 entities it said support Iran's aviation sector.
A draft presentation seen by the Financial Times names the fund the Partnership for Allied Construction & Trust. Washington would put in $5 billion and regional states a similar sum. The same paper calls the wider platform a historic investment of more than $50 billion and lists Blackstone, BlackRock's Global Infrastructure Partners, and KKR as examples. People familiar with those firms said at least some of them learned of the naming only after the draft circulated. The United States would chair the board, and technical talks are set for October. About a fifth of the world's oil and gas moved through Hormuz before the war.
The shutdown stopped loadings at the Red Sea port of Yanbu. Before the strikes the line was moving about 4 million barrels a day, about 4 percent of global supply, so crude could avoid Hormuz. After the restart it was pumping at a low rate. Aramco wants that 4 million barrels a day back, and a security source said a full restart could take weeks. One cargo for China was scheduled at Yanbu on Tuesday. Brent fell more than $2 a barrel, to its lowest since September 8. The line's capacity is 7 million barrels a day.
GPT-6 Luna is $0.10 per million input tokens and $0.50 per million output tokens, against $0.20 and $1.20 for GPT-5.6 Luna. GPT-6 Sol is $2 and $10, against $4 and $20 for GPT-5.6 Sol. GPT-5.6 prices are scheduled to rise 25 percent in November, so the cut is measured against the promotional rate. Opus 5.5 is $4 and $20. Opus 4.5 through Opus 5.0 were $5 and $25, and the cache-read price fell 60 percent. Anthropic said Sonnet 5.5 and Haiku 5.5 are still to come. On a drawing test, Opus 5.5 at its highest effort hit the 128,000 output-token ceiling twice and returned no picture. Each of those runs cost about $2.56 and took nearly 20 minutes.
Three people familiar with the matter told Semafor. The choice is still open. White House spokesman Kush Desai said reports about personnel decisions the administration has not announced should be treated as baseless speculation. Other names in the mix are Michael Kratsios at the Office of Science and Technology Policy, Scott Kupor at the Office of Personnel Management, and National Cyber Director Sean Cairncross. Interior Secretary Doug Burgum already carries the energy-czar title with his department. Bessent held the Sunday AI talks in New York with Vice Premier He Lifeng, and he told CNBC this week that humans remain responsible for what the systems do.
A State Department notice to Congress on Tuesday covers the next 12 months and puts the resettlement cost at about $500 million. It says the department expects the arrivals to assimilate in a way that preserves taxpayer resources for U.S. citizens. In the fiscal year ending September 30, all but three of nearly 3,000 refugees admitted through August were South African. Last year's cap started at 7,500 and was later raised to 17,500. The South African government has rejected the claim that Afrikaners are a persecuted minority. HIAS said the program has admitted about 92,000 people a year on average since 1980.
The chip is the V900. Alibaba described a 1,024-card supernode and a 500,000-card cluster, against 128 cards and 122,000 for the previous M890. IDC put Alibaba's share of Chinese AI-chip sales at 16 percent in 2025, against 49 percent for Huawei's Ascend. The company's shares rose. Memory maker CXMT said on September 20 that a new platform had entered mass production. Scientists at the Chinese Academy of Sciences reported progress toward 3-nanometer chips on older equipment.
The site is Gizai, on the Harmony Link that ties the Baltic grid to Poland, and it is the first new substation in that corridor since 2022. It covers 35 hectares. Litgrid chief Andrius Šemeškevičius told Reuters the design includes fencing meant to stop a truck bomb, sensors for tunnels, and concrete housings around the transformers. He said those housings are meant for several Shahed-type drones carrying about 100 kilograms of explosives each. The security work added at least 48 million euros, and Lithuania will ask the EU to help pay. The route crosses the Suwalki Gap. Intelligence sources told Reuters last month they worry about a false-flag drone strike aimed at testing NATO. Berlin has blamed Moscow for sabotage on the German grid this month. Russia has denied it.
The statement came Monday from an informal meeting beside the General Assembly. The ministers of Britain, Canada, France, Germany, Italy, Japan, and the United States called the strikes unacceptable. They told the Houthis to stop attacks on civilian shipping and to return to talks. They said Iran's support violates past Security Council resolutions. A UN-brokered ceasefire in Yemen had largely held since 2022.
The bank is moving its whole debit and credit card book, expected to process more than $25 billion a year. The partnership was announced in March. SoFi says this is the first stablecoin issued by a nationally chartered bank to settle on Mastercard's network. Merchants can take the funds in a SoFi account and withdraw cash around the clock. SoFiUSD runs on Ethereum and Solana. Mastercard's settlement list also includes Arbitrum, Base, Canton, Polygon, Tempo, and the XRP Ledger, and in June it added USDC, PYUSD, and RLUSD. SoFi Bank received its national charter in January 2022.
Circle's 8-K says the sale closed on September 17: 1,237,011 Class A shares at $80.84, about 5 percent under that day's close of $85.09. Binance agreed not to sell, pledge, or hedge the shares for up to two years. The commercial deal replaces agreements from November 2024 and August 2025. Circle will pay Binance a monthly fee tied to USDC held in Circle's wallet infrastructure, and Binance will promote the token, with the emphasis on emerging markets. USDC's market value is about $75 billion. Circle shares were up nearly 2 percent before the open. Monday's close was $94.49, which marks the block near $117 million.
The contracts are BTCUSDF, ETHUSDF, SOLUSDF, XRPUSDF, and TRXUSDF. They are one-day futures that roll each day, quoted in dollars and settled in rubles, and they deliver no coins. Only qualified investors can trade them. First-tier margin is 22 percent for bitcoin, 35 percent for ether, 38 percent for Solana, 43 percent for XRP, and 30 percent for Tron. Monthly futures on bitcoin and ether started in November 2025, and Solana, XRP, and Tron followed in May 2026. More than 72,000 qualified investors have traded those older contracts, and turnover has passed 600 billion rubles. Average daily turnover in August was 2.5 billion rubles. Bitcoin's new contract did about $1.3 million of volume on the first day.
The embassy in Canberra published a response to the exposure draft of the Online Safety Amendment (Digital Duty of Care) Bill 2026. The draft would let users drop an algorithmic feed and would require platforms to limit some material for people under 18, including misogyny, pornography, eating disorders, and crime. The U.S. text objects to the communications minister defining foreseeable harm and to mandated designs such as chronological feeds. It asked Australia to drop plans that would make platforms suppress speech under those criteria, and it asked that American platforms be exempted. The Sydney Morning Herald put the penalty exposure at up to $109 million. Prime Minister Anthony Albanese is in New York for the General Assembly.
He told Bloomberg Television on Tuesday that a decision is a question of time and that he wants the base finished before President Trump's term ends in 2029. On Thursday Trump wrote that major progress had been made and that a location could be announced very soon. Deputy Defence Minister Stanisław Wziątek said Poland wants about 15,000 U.S. troops in the country, including up to 5,000 at the new base, and that the infrastructure would cost more than 15 billion zlotys, about €3.5 billion. About 10,000 U.S. troops are in Poland now. Warsaw first offered a base under that name in 2018 and talked of putting up to $2 billion toward it.
The species is Incendiamoeba cascadensis, from streams in Lassen Volcanic National Park. A paper in Cell on Tuesday says it divides at 63 degrees Celsius and still moves at 64 degrees, about 147 degrees Fahrenheit. It can recover after a few minutes at 70 degrees Celsius. The previous eukaryote mark was about 60 degrees Celsius, held by some fungi and red algae. Angela Oliverio's lab at Syracuse University led the work, with NASA funding. The cells did not grow below about 42 degrees Celsius. The useful range in the lab was 55 to 57 degrees.
The Financial Times said the trip is Xi's first to Washington in 11 years and that the talks are expected to cover five areas. The White House meeting is set for September 24. On Sunday in New York, Treasury Secretary Scott Bessent and Vice Premier He Lifeng discussed a standing channel for AI incidents. The tariff truce reached in Busan expires on November 10. Bessent said the two sides discussed that date and announced no extension.
Micron makes the high-bandwidth memory used in AI servers. By Monday it was one of four U.S. chipmakers worth more than $1 trillion, with Nvidia, Broadcom, and AMD. Monday's session was the Nasdaq's first record close since June. Tuesday's close made it two records in a row.
On Monday the company opened IPO share requests to U.S. retail customers, starting with Oura. Oura's Nasdaq filing uses the ticker OURA and offers 50 million shares at an expected $40 to $44. The new service adds an authorization for an agent to research markets, pay for data, and send the orders.
The Hindu attributed the sequence to a person familiar with the talks. Section 301 of the Trade Act of 1974 lets the U.S. trade representative investigate a foreign practice and then apply duties. The cases would have to be opened and finished before a signature, that person said.
The joint appearance was on Tuesday. AFP described the race as a battleground seat Democrats are trying to hold. Harris left the vice presidency in January 2025. Talk of a 2028 presidential campaign has continued since then.
The Sol Codex text was counted at more than 294,000 characters. The Opus 5.5 text, including its tools, was counted at more than 1.9 million characters. OpenAI priced Sol at $2 per million input tokens and $10 per million output tokens. Opus 5.5 is $4 and $20. Anthropic described 5.5 as cheaper per token than Opus 5.0 and aimed at the level of Fable 5.1.
ShinyHunters is a criminal group that has stolen customer databases from large companies and offered the files for sale. The Register carried the group's statement that this claim was not financially motivated.
