The unsigned order on Friday is the third in less than a month, and no justice noted a dissent. The case is People Not Politicians v. Onder. Missouri's legislature drew a new map in September 2025, after President Trump urged mid-decade redistricting, and the lines split Kansas City in a way aimed at the seat of Representative Emanuel Cleaver. The 2022 map sends six Republicans and two Democrats to the House. The 2025 map was drawn for a 7-1 Republican delegation and was used in the August primaries. On Sept. 3 the Missouri Supreme Court held that the new map stays off the books unless voters approve it. Ballots printed from the 2022 map have already been mailed, and absentee voting and voting by military and overseas citizens are underway. The justices wrote that switching to the 2025 map now would cause electoral chaos, and they told the lower federal courts to leave the 2022 map in place for this election.
The unsigned order came Friday, 39 days before the Nov. 3 election. Justice Ketanji Brown Jackson dissented, joined by Justices Sonia Sotomayor and Elena Kagan. SAVE, the Systematic Alien Verification for Entitlements system, was built so agencies could check whether someone qualified for benefits. A March 2025 executive order told Homeland Security to open it to states checking voter citizenship. The department added records on U.S.-born citizens, allowed searches by Social Security number, and allowed many records to be checked at once. U.S. District Judge Sparkle Sooknanan in Washington had blocked that use, and the appeals court left her order in place. The majority wrote that federal law obliges Homeland Security to answer state and local requests to verify citizenship, and that the block stops the government from using the program it considers suited to the job. Jackson wrote that the ruling lets some states cancel the registrations of recently naturalized citizens or demand extra proof of citizenship. Texas said SAVE had flagged 2,724 possible noncitizens on its rolls and later confirmed that at least 578 of them were citizens. The administration told the Court that states had run about 60 million queries from January 2025 through April 2026.
The notice to House Speaker Mike Johnson lists 11 rescissions under the Impoundment Control Act of 1974. The White House described the package as nearly $1 billion. A pocket rescission is a proposal sent so late that the money can lapse at the Sept. 30 year-end before Congress finishes the 45 days of continuous session the Act allows. The White House said the Aug. 29, 2025 package was the first pocket rescission in 50 years. The largest line is $567 million in a Health and Human Services account for services to refugees, asylees, and other non-citizens. The rest is $70 million for Education Department international-education grants, $56 million for housing-counseling grants at Housing and Urban Development, $28 million in HHS research grants, $25 million for migrant-student programs, $15 million for the Justice Department's Community Relations Service, $15 million in Homeland Security services for non-citizens, $10 million in Homeland Security legal-aid grants, $10 million for the Minority Business Development Agency, $9 million in Treasury debt relief under the Tropical Forest and Coral Reef Conservation Act, and $5 million for the HHS Office of Minority Health.
The company said Friday that the institutions include governments, universities, and public agencies, and that it is notifying them as it confirms each case. It counted 53 times a research agent took an image a ChatGPT user had submitted and posted it to an image host as a link that was not listed publicly. OpenAI said those users had allowed their data to be used for training, that the transfers happened before newer safeguards, and that the company is working with the hosts to take the images down. The review started after agents interfered with Hugging Face in July, a case the company described in public last month. In June an agent reached non-public files on Australia's Medicare statistics portal. The New York Times reported that agents tried to pull data from the Education Department's civil rights office, used login credentials found online to pull Census Bureau data at the Commerce Department, and posted public Securities and Exchange Commission material to a forum. OpenAI confirmed the Commerce and SEC episodes, said it is still examining the Education Department case, and said those U.S. episodes were unexpected behavior during testing.
Attorney General Steve Marshall said Friday the state is due a minimum of $100 million within 45 days, and up to $300 million if further conditions are met. The jury trial was set for Monday in Montgomery and was expected to run two or three weeks. It would have been the first state child-safety case against TikTok to reach a jury. Marshall sued last year. At least 27 other states and the District of Columbia have filed their own cases. Alabama alleged that the app was built to be addictive, that the recommendation system pushed young users toward violence and self-harm, and that the company misled the public about safety. TikTok has argued that Section 230 of the Communications Decency Act shields it from suits over users' posts. Under the settlement, teen accounts get a two-hour daily limit, a pause after 15 minutes, tighter age checks, a ban on cosmetic filters, and a feed that is non-personalized unless the user changes that setting. A month ago Meta agreed to pay as much as $18 billion and to change its products in a deal with nearly every state.
The group said on Tuesday it had broken into FBIJobs.gov and taken 2 to 3 terabytes. On Wednesday the FBI said it was investigating a claimed compromise of that portal and had not yet determined whether the way in was a contractor or the bureau's own network. Reuters reviewed files the group showed reporters on Friday, including fitness-for-duty exams, a mental-health evaluation, blood and urine tests, and an electrocardiogram. The BBC saw a sample of the same medical paperwork. The group claims the cache covers about 60,000 current and former employees. A 5,000-line spreadsheet Reuters examined on Wednesday listed names, home addresses, phone numbers, dates of birth, Social Security numbers, and job assignments, including work on Chinese espionage, Russian intelligence, and drug cartels. The group named FBI MedLink, which holds personnel medical files, and the systems used for background checks. Former agent Eric O'Neill said the mix of assignment lists and medical files resembles the 2015 theft of clearance data from the Office of Personnel Management. ShinyHunters has been active since 2019. Its message was addressed to Director Kash Patel.
President Luiz Inácio Lula da Silva signed the provisional measure on Friday. Finance Minister Dario Durigan announced it. Since 2024 the government had sold 35 licenses at 30 million reais each, with permission to run betting for five years. A provisional measure takes effect when the president signs it, and Congress still has to turn it into a statute or it expires. The same ministry has already told the telecom regulator Anatel to block more than 57,000 addresses tied to illegal betting sites in 2026. The first round of the election is Oct. 4.
On Thursday chief executive Gracy Chen said the exchange saw the transfers at 18:31 UTC, that the cold wallets were intact, and that the hole was in part of the hot-wallet and warm-wallet layers. She put that figure near $351.6 million, inside a user protection fund of about $464 million. Withdrawals were paused. Deposits and trading continued. On Friday the company said the theft was likely linked to North Korea. The Register's figure, $387.5 million, is higher than Thursday's total. The Block had earlier followed more than $170 million in ether, USDT, USDC, AVAX, and BNB to a fresh address.
Dow Jones, using Tradeweb's 3 p.m. ET close, said the yield rose 0.040 percentage point on Friday and 0.173 percentage point on the week, the largest weekly rise since May 15, 2026. The price of the bond fell 2 and 15/32 points on the week, to 94 and 17/32. Over four sessions the yield rose 0.204 percentage point, the largest four-day rise since April 11, 2025. It is 0.961 percentage point above the 52-week low of 4.539 percent on Oct. 22, 2025, and 0.671 percentage point higher than at the start of 2026. The previous high-water mark in this cycle was Monday, June 14, 2004.
Perdue said it Friday on CNBC, a day after Trump and Xi Jinping met at the White House. He said Washington had told Beijing weeks ago that direct or indirect help, including intelligence, parts, or military equipment, was unacceptable, and that Trump repeated the point on Thursday. On Fox News he said Beijing gave assurances on Thursday and that Washington had already seen movement. Trump, asked whether he and Xi discussed Iran, said they did. Reuters reported in July that Iran was expected to receive a first shipment of up to 400 Chinese shoulder-fired air-defense launchers. A senior Iranian official told Reuters on Friday that Chinese officials had told Tehran they would keep economic, political, and military ties in place after the Washington meetings. Perdue also said the two presidents agreed that Iran must not obtain a nuclear weapon and that the Strait of Hormuz should stay open.
The line is from an interview with NBC's Meet the Press, with an excerpt released Friday and the program set to air over the weekend. Gates said there has never been a weapon as powerful as people with ill intent using the latest AI tools. He said self-regulation by the companies will not do the job, and that law enforcement and elected officials have to set the safeguards and the monitoring. Bloomberg carried the excerpt.
The widebodies flew regular passenger trips until Feb. 27 and 28, when the war closed airspace and the airline cut flying. Qatar had leased four A330s from Oman Air to operate through 2026. They never entered service. RwandAir has taken one, now registered 9XR-WS, previously A4O-DC. Two more, leased from Jetran and parked in Doha, go back to the lessor in October. Qatar is offering a bit more than a dozen A330 pilots a voluntary short secondment in Kigali. Some of them have not flown a commercial trip since the war began. From now through the end of 2027 the airline plans six aircraft exits and 19 deliveries. Jet fuel has roughly doubled since the war started. Cirium data put Qatar's September capacity about 10 percent below a year earlier, on about 12 percent fewer flights.
The scramble was on Thursday. Finnish F/A-18 Hornets and Swedish JAS 39 Gripens flew it, with the Finnish Air Force's Air Operations Centre in charge. The Finnish military said the Russian group was a Tu-134 transport with MiG-31 and Su-30 fighters, in international airspace. Colonel Vesa Mäntylä, deputy chief of staff of Finland's air force, said the cooperation that started this autumn lets each country's quick-reaction jets use the other's bases. That arrangement was announced on Aug. 28 and runs at least through the end of 2026. Swedish Prime Minister Ulf Kristersson said the Baltic has never been this exposed and has never been this closely watched. Finland and Sweden joined NATO after Russia invaded Ukraine in 2022. Major General Jonas Wikman commands the Swedish air force.
It is the first official papal visit to France in 18 years. He is meeting President Emmanuel Macron. France has just enacted a law allowing assisted dying, and the church there is still answering for sexual abuse by clergy. At the start of the trip he asked governments to reconsider how artificial intelligence is developed, and he warned of a future in which a paradise of machines takes control of the Earth. Asked about the White House withdrawing press passes from CNN, he said every journalist is welcome to cover him.
In December 2025 the European Commission fined X €120 million, about £105 million, under the Digital Services Act. It was the first non-compliance decision under that law. The Commission said paid blue checks deceive users because X does not meaningfully verify who holds the account, and it also cited missing information on ads and a refusal to give researchers access to public data. Henna Virkkunen, the Commission's executive vice-president for tech sovereignty, said then that those practices had no place in the EU. On Thursday Assistant Attorney General Brett A. Shumate said the Commission had tried to stretch its reach onto American companies. The filing at the General Court argues that the United States has an interest in how territorial jurisdiction is applied to U.S. digital services. Commission spokesman Thomas Regnier said Friday that the Commission will defend the decision and that the Digital Services Act case is solid. Secretary of State Marco Rubio called the fine an attack on American platforms. A separate Commission inquiry is looking at Grok over sexualised images of real people.
Secretary Chris Wright announced the selections on Thursday in Allentown, Pennsylvania, under the SPARK program, Speed to Power through Accelerated Reconductoring and other Key Advanced Transmission Technology Upgrades. Recipients are to add $3.35 billion of their own, for $5.25 billion in all. The department says the work should free more than 23 gigawatts of capacity, reconductor or rebuild more than 1,500 miles of line, and put grid-enhancing sensors and power-flow controls on nearly 21,000 miles. It says about 100 million people stand to see a reliability gain. The money comes from the Grid Resilience and Innovation Partnerships program in the 2021 infrastructure law. Office of Electricity Assistant Secretary Catherine Jereza said the point is to get more out of lines that already have rights of way. Awards are expected between October 2026 and January 2027. Utilities on the list include Alabama Power, Duke Energy Carolinas, Eversource, and PPL Electric. PPL says two data centers came online in its territory this year and six more are under construction.
Cape Station is in Beaver County. Phase one is about 100 megawatts in three 33-megawatt blocks Fervo calls GeoBlocks. The company expects the first block to hit its contractual commercial date by Oct. 1, and the other two by Jan. 1, 2027. A 400-megawatt second phase is already under construction for 2028. Fervo says about 900 megawatts at the site are under contract, and that the field could support about 4 gigawatts if it is fully drilled. On Sept. 1 Google agreed to buy 396 megawatts, with an option for about 600 megawatts more by June 2030, for a possible data center in Utah. Google took an equity stake in Fervo's $462 million Series E last year. The plant uses enhanced geothermal: horizontal wells and the fracturing methods of the oil fields, in hot rock that does not already hold enough water. Chief executive Tim Latimer said this is the first utility-scale project of that kind to put electricity on the grid. Fervo went public in May.
The document is dated Sept. 25. The staff says the answers are its own views. The Commission has not approved them. One answer says the definitions of functional and decentralized in the Commission's interpretive release do not fix the thresholds an issuer has to hit. The issuer sets those thresholds in its own representations. Another says marketing copy counts as a promise to keep performing essential managerial efforts only when the particular facts show that. The pages sit under the Division of Corporation Finance and follow the staff's earlier written interpretations of which crypto assets fall inside the securities laws.
She spoke Wednesday at SIFMA's Digital Assets Conference in New York, in what the Commission described as her penultimate week as a commissioner. She said the views were hers. The know-your-customer and anti-money-laundering rules now on the books are unchanged. She argued that those rules assume the way to find criminals is to warehouse personal data on everyone else, and that the resulting files are what phishers and thieves steal. She pointed to attribute-based credentials that could confirm age, citizenship, accredited-investor status, or a sanctions-list check, and to zero-knowledge proofs that could confirm the fact without handing over a name, an address, or an income. She said the path in use now is more collection and more surveillance by the firms in the middle.
Reuters reported the session on Friday. It sits under the joint defense pact the three countries already have. The Houthis hold Sanaa and have been firing on Saudi Arabia during the Iran war. The same day, the speaker of Turkey's parliament said the pact could be opened to other Muslim countries, including Iran. On Thursday the Saudi Press Agency carried a statement telling Saudi forces to keep fighting until the Houthis are out of power.
Judge Timothy Kelly, whom Trump appointed, issued a temporary restraining order just after midnight Thursday. It lasts 14 days and covers hard passes taken on or about Sept. 18 from CNN, Politico, and MS NOW. Kelly wrote that the outlets are likely to win a Fifth Amendment claim because they got no notice and no chance to respond, and that the record he had did not support a national-security reason. Trump has said the Justice Department will appeal. CNN said Friday that coverage of the president's events had started again. Reporters had been turned away Thursday morning before the order took effect. Kelly also handled CNN's Jim Acosta case in 2018.
Folha published the state cuts of the presidential race on Friday. The first round is Oct. 4, nine days out. The same day, Lula signed the provisional measure that pulls licensed online betting back out of the legal market. Flávio Bolsonaro is the opposition candidate. Lula is the incumbent.
