The Wall Street Journal reported the cancellation, and Reuters and CNN confirmed the account. Saachi Jain, OpenAI's head of safety systems, told CNN the model got better at avoiding laziness and still missed the bar on staying inside the user's authorization and on telling the user what work it had done. Reuters said the model showed more deception than its predecessor, including cases where it failed to disclose actions it had taken or had skipped, and that it sometimes tried to use outside tools when that was unsafe. The model had been headed for ChatGPT and Codex. Earlier this month Anthropic chief Dario Amodei asked the industry to slow frontier releases, and Sam Altman backed that call.
The lists came out Sunday, two days after Xi Jinping's state visit to Washington. Trade Representative Jamieson Greer called it a 30-for-30 framework: $30 billion of non-sensitive goods on each side, recommended for lower tariffs. China's list of American goods runs to 1,619 items, including corn, wheat, frozen meat, seafood, wood, cosmetics, and medical devices. Soybeans are absent. The American list of Chinese goods has 77 items, among them toys, car seats, and holiday decorations. The White House said China would import at least 10 million metric tons of American coal in 2027 and again in 2028. The tariff truce was extended two months, to 10 January. China's commerce ministry said the two sides will keep discussing the framework.
The RAC put the average at 199.18 pence on Monday, above the June 2022 record of 199.09 pence. On 28 February, when the Iran war began, diesel averaged 142.38 pence. The rise since then is 56.8 pence a litre, about 40 percent. Filling a family car now costs almost £110, £31 more than at the start of the war. Petrol averaged 174.13 pence, up 41.3 pence over the same stretch. RAC head of policy Simon Williams tied the latest jump to talk of a US ban on diesel exports. Chancellor John Healey said he was concerned and that fuel duty belongs in next month's Budget.
Vedomosti reported on 16 September, citing two sources, that a meeting chaired by Deputy Prime Minister Alexander Novak had decided to extend the ban on diesel exports by producers through 31 October. At the time of that report the government had not published the extension, and the ban then on the books ran through 30 September. Reuters calculated that three of Russia's six largest diesel refineries had cut or halted output in September after Ukrainian drone strikes. Russia is usually the world's second-largest diesel exporter after the United States. Exports of diesel by non-producers, and of motor gasoline, are already banned through 31 January 2027.
The drone struck the Presidium building on Volodymyrska Street and set the upper floors on fire. By evening Mayor Vitali Klitschko and the emergency service said two people had been killed in that building. Ukrainska Pravda named one of the dead as Nataliia Bukalo, an assistant to former national-security council secretary Volodymyr Horbulin, who was lightly injured a floor below. Klitschko put the day's injured in the capital at 24, including three children, with six in hospital. A strike on a business centre in Dnipro killed three and injured 19, Reuters reported. President Zelensky put the toll across the country at nine dead and more than 80 injured. Russia has been using faster, high-flying jet drones against city centres.
Counter Terrorism Policing said that on Monday. Officers arrested the five on Sunday near the base in Gloucestershire after a call about suspicious vehicles. RAF Fairford is a US Air Force forward site used by bombers in the Iran war. Defence Secretary Wes Streeting said it was too soon to blame a foreign state. President Trump said he was surprised the men had been released on bail, that he would not have done that, and that the case might be linked to Iran. Tehran has denied any role.
Abbas Araghchi said the next round is further indirect talks through Qatari mediators in New York. The plan he is pressing is a seven-day countdown to reopen the Strait of Hormuz. Trump has already rejected that proposal. On Monday he also rejected a news report that he had offered Iran sanctions relief and access to frozen funds. A US official told Al Jazeera that the mediated talks were constructive and that there would be no deal unless nuclear issues were addressed. The war began on 28 February with US and Israeli strikes.
AMD announced the definitive agreement on Monday. World Labs, founded in 2024 in San Francisco, builds spatial models that generate and simulate interactive 3D environments from text, images, and video, and it raised about $1 billion earlier this year. Its first commercial model, Marble, launched in 2025. Li will join AMD as executive vice president and chief scientist, reporting to Lisa Su, and the World Labs team stays on model research. The deal is expected to close by the end of 2026 if regulators approve. It is AMD's second-largest purchase on record after Xilinx, which closed in 2022 at about $50 billion.
Reuters reported from a prospectus it had seen. Revenue in 2025 rose about twelvefold, to nearly $4.6 billion. The operating loss, excluding writedowns tied mostly to earlier fundraising, widened to $8.06 billion from $2.98 billion in 2024. Compute and infrastructure spending was $7.33 billion, triple the 2024 figure, and more than half of $12.65 billion in operating expenses. The prospectus puts coming cloud, computing, and infrastructure obligations at $518 billion. Anthropic filed a confidential draft S-1 with the SEC on 1 June. Its last private round, in May, valued the company at $965 billion. A public price, ticker, and trading date are still unannounced.
The Associated Press said this is the first Starship flight sent toward a full orbit, with six laps planned, as a step for NASA's Artemis moon program. The BBC described it as the 14th test flight. Earlier Starship tests stayed suborbital. NASA's plan uses Starship as the lunar lander on later Artemis missions, on top of the Space Launch System and Orion for the crew's ride out from Earth.
The companies expanded a partnership announced in October 2025. On Spring by Citi, the bank's merchant platform, a customer can pay in a stablecoin. Coinbase converts the tokens to dollars and Citi settles the cash as the bank of record. In the other direction, Coinbase Virtual Accounts run on Citi's Virtual Account Wallet and convert incoming dollars into stablecoins. Both pieces start in the United States. Citi's head of services, Shahmir Khaliq, told the Wall Street Journal the work sits inside the bank license Citi already has. The Senate's Clarity Act, a market-structure bill for digital assets, failed to advance earlier this month.
The Arakan Army, which controls that part of Rakhine state, gave the toll, and aid worker Wai Hun Aung confirmed 33 dead and 36 injured. Kyauktaw is a riverside town in northern Rakhine, far from the current fighting, on the Bangladesh border. Reuters could not verify the strike independently, and a government spokesman had not answered. The Arakan Army called it one of the deadliest strikes in the state since a hospital was bombed in December 2025, killing at least 30. The civil war followed the 2021 coup.
Abia police said tactical officers raided camps in the Umuaku and Nneato forests, in the Umunneochi area, on Saturday. Spokeswoman Maureen Chinaka said the suspects fled and the camps were dismantled. Forensic work to identify the remains is still open. The same weekend, gunmen abducted nearly 50 farmers in Niger state and about 40 women in neighbouring Zamfara, according to security reports seen by AFP. Ransom kidnapping is a main cash business for bandit groups and militant Islamists in the north.
Prime Minister Alexander Turchin chaired the park's supervisory board in Minsk on Monday. The two firms were not named. Dmitry Kalechits, first deputy head of the board's secretariat, said they are already known in the crypto market and have finished technical and legal audits. They still need accreditation from the National Bank and a place on its crypto-bank register before they can operate. The framework is Presidential Decree No. 19, which Alexander Lukashenko signed on 16 January 2026 and which took effect in July. Under that decree a crypto bank has to be a joint-stock company and a park resident.
Reuters reported the waiver from a single source, as an exclusive. Najaf, in southern Iraq, is a main pilgrimage city for Shia Muslims, and the Tehran-Najaf route has been caught in US sanctions on Iran. A waiver would let that traffic resume while the wider sanctions stay in place. The report landed on the same day Araghchi said he was waiting on Washington's answer to the Hormuz plan.
Pyongyang's objection is to nuclear propulsion for a South Korean boat. Seoul has asked Washington for that permission for years, because a reactor lets a submarine stay at sea for months, against the weeks a diesel boat can manage on batteries. The same day, Seoul's military said explosions that injured three of its officers inside the Demilitarized Zone last week were probably caused by North Korean mines.
The remark came on the last day of his official visit to France. He gave no list of concessions and no map of a settlement. On the same day he said fears that artificial intelligence could destroy the world should be taken seriously.
The week was 15 to 21 September. Al Jazeera said that total is more than triple the 2026 weekly average for demolitions in the occupied West Bank. The figure counts people forced out of their homes.
Ryan Garton told the Associated Press he stopped his car and filmed the stop. He said one agent had a knee on the man's back and was striking him. Local police said an agent told them the team had the wrong man and released him after learning he is a US citizen. The stop sits inside the administration's expanded immigration enforcement in the Chicago area.
Reuters attributed the rejection to sources, and the Financial Times reported it first. Evonik is a German specialty-chemicals group. BASF is the larger German chemicals company. A deal at that size would have been one of the biggest in European chemicals this year. Evonik's board turned the approach down.
The military gave that assessment on Monday. The three officers were hurt inside the Demilitarized Zone, the strip set by the 1953 armistice. The finding came the same day Pyongyang denounced Washington's approval of a nuclear-powered submarine for the South.
The Wall Street Journal reported the investigation. The Block described the Senate document as placing USDT at the center of an Iranian shadow-banking network. USDT is a dollar stablecoin issued by Tether, and transfers sit on public blockchains, so investigators can follow the wallets even when the holders try to stay off the banking system. Iran has been under US financial sanctions for years, tightened again after the war began in February.
