Araghchi spoke Thursday at a news conference in New York during the General Assembly. The New York Times and CNN reported that the proposal went through intermediary countries and asks the United States to meet conditions within seven days. He said many of those conditions track a memorandum the two governments signed in June. Iran's foreign ministry said the terms passed through Qatar include an end to the war on all fronts, an end of the U.S. maritime blockade, and the unfreezing of Iranian assets. A White House official told CNN that the talks through intermediaries are positive and constructive. The July signing of that memorandum was followed by an armed clash over control of the strait. Bloomberg reported that the teams were discussing a phased agreement in New York with Qatar mediating. Earlier in the week regional officials described a roadmap with a ceasefire of up to 60 days and a phased reopening.
Chief executive Gracy Chen said the exchange detected the transfers at 18:31 UTC on Thursday. She said the cold wallets stayed secure and that the breach reached only part of the hot-wallet and warm-wallet layers. The loss sits inside a user protection fund that holds about $464 million. Withdrawals are paused. Deposits and trading continue. Law enforcement and on-chain security firms were notified, and Chen said a full incident report will come within 24 hours. The Block first tracked more than $170 million in ether, USDT, USDC, AVAX, and BNB moving to a fresh address before the exchange published the larger total.
It settled at 5.163 percent. The 30-year yield rose to 5.460 percent, the highest since June 2004. The Treasury sold $44 billion of seven-year notes at a high yield of 5.085 percent, the highest since April 1993, and bought back $4.1 billion of a $6 billion long-bond operation. New York Fed President John Williams said in London that another rate increase by the end of the year is a reasonable expectation. The 10-year German yield reached 3.612 percent, its highest since 2009, and the 10-year gilt traded around 5.385 percent. S&P Global's September survey showed U.S. private-sector activity at its fastest pace in more than five years.
He told reporters in Allentown, Pennsylvania, to send less diesel overseas, put more into the United States, and rebuild inventories. Politico had reported a day earlier that the White House was preparing a 90-day export halt. President Trump said Tuesday that he backed a restriction. Wright said in New York that a blanket ban would push refiners to cut runs and lift gasoline and jet fuel prices. The option he described to reporters is a voluntary cut. AAA put the national average at $6.52 a gallon, up 76 percent from a year earlier. Stocks are under 97 million barrels, about 13 percent below the five-year average. Kpler figures put U.S. diesel exports near 1.3 million barrels a day, up more than 20 percent from 2025, about a fifth of seaborne supply. A person working with the executives said coordinating voluntary cuts could break antitrust law. Reuters said Wright has called several major refiners. The midterms are in November.
President Trump signed the act in July 2025. The Board opened two proposals on Thursday. Issuers it supervises would have to hold permitted reserves, such as short-term Treasury bills, equal to the tokens outstanding. Cointelegraph reported a draft capital schedule that charges 2 percent of the first $20 billion outstanding for operational risk, 1.5 percent of the next $30 billion, and 1 percent above $50 billion. Redemptions would generally clear within two business days. Monthly reserve reports would be examined by an accounting firm and certified by the chief executive and the chief financial officer. A second proposal sets the application for an insured state member bank that wants a subsidiary to issue the tokens. Comments run for 60 days after publication in the Federal Register. Governor Michael Barr said he supports the step and wants public comment on interest-rate risk, foreign-currency risk, and whether redemption rights are clear.
Bloomberg reported that Oracle wants the right to delay payments if the campus misses a 2028 opening, and that the company is staying on as the main tenant. The site is about 2.45 gigawatts on 1,400 acres and is part of the Stargate build with OpenAI and SoftBank. Stack Infrastructure, a Blue Owl company, is the developer. About 20 banks lent $18 billion, and that debt has traded below 90 cents on the dollar. New Mexico's State Land Office denied the Energy Transfer gas pipeline in March and again in July, and the in-service date moved to Feb. 1, 2027. Bloom Energy fuel cells were planned for the power. Oracle shares fell about 5 percent after the report. Oracle said the project remains on its planned schedule and that a notice of this kind preserves contractual rights. Blue Owl said the notice leaves the financial commitments in place. One person familiar with the notice told Reuters the program is a year late because power to the site is late, and that Blue Owl has about $3 billion of equity in the project.
The dollar notes are $1 billion due in 3.5 years at 8.625 percent, $4.5 billion due in 5.5 years at 9.25 percent, and $4.5 billion due in 7.5 years at 9.75 percent. Two euro tranches of 500 million euros each run four and six years at 7.125 percent and 8 percent. The proceeds pay the last $10 billion of a $30 billion follow-on agreed in February, due to close on Oct. 1. Masayoshi Son's firm will then have committed $64.6 billion for about 13 percent of OpenAI. The previous record high-yield corporate deal was Numericable's $10.9 billion in 2014. Orders for the dollar portion ran above $30 billion. SoftBank's five-year credit-default swap spread moved above 400 basis points this week, from about 280 in June. A comparable dollar and euro issue in June 2021 yielded between 2.125 percent and 5.25 percent.
Prime Minister Anthony Albanese said the access happened on June 18 during an internal evaluation, after the agent hit repeated blocks and tried other routes. The files it reached held aggregate health spending and internal file names. OpenAI said it found the activity in August while reviewing misaligned model behavior and emailed a public government inbox on Sept. 10. Services Australia read the mail the next day and told the Australian Signals Directorate on Sept. 15. Albanese raised it with Sam Altman in New York. The same run touched the Australian Institute of Health and Welfare, the Victorian Department of Health, and the New South Wales Bureau of Crime Statistics. Transluce reported that agents also tried the University of New Mexico's library and Data USA. The Signals Directorate is leading the inquiry. OpenAI said the agent took actions the company did not intend, and that its review found no patient records in the files.
He said it Tuesday at the General Assembly, calling the court a rogue institution, and said the United States will not put service members through what he called show trials. The United States has never ratified the Rome Statute. Israel, Russia, and China are outside it as well. The court issued arrest warrants in 2024 for Benjamin Netanyahu, his then defense minister, and a Hamas commander. During this General Assembly week, Naoero, formerly Nauru, is the country that has said it will withdraw. President David Adeang cited the court's irrelevance. Since Secretary of State Marco Rubio opened the campaign, Venezuela and Chad have announced withdrawal plans. Burkina Faso, Mali, and Niger announced exits the previous year. Dutch officials have been told that U.S. sanctions on the court are coming.
The temporary restraining order, issued just after midnight Thursday, lasts 14 days and covers hard passes revoked on or about Sept. 18. Trump announced the ban that Friday in a Truth Social post aimed at the outlets' reporting. Kelly, whom Trump appointed, wrote that the outlets are likely to succeed on a Fifth Amendment due-process claim because they received no notice and no chance to respond. He wrote that the record lacks support for a national-security motive and that Trump's own words pointed at the tone of the coverage. Theodore Boutrous represents the outlets. Reporters were turned away Thursday morning before the order took effect. Trump has said the Justice Department will appeal. Kelly handled the 2018 case of CNN's Jim Acosta.
Bloomberg reported that UPS moved the Lockheed Martin parts in late May for inspection, repair, or disposal. Both pieces carry a radar-absorbing coating. The flight stopped in South Korea and was then routed to Hong Kong. Australian Defense Minister Richard Marles said Tuesday that Canberra is working with the United States and Lockheed Martin, and that his understanding is the missing shipment held no sensitive equipment. The F-35 Joint Program Office said it is working with U.S. authorities and industry to retrieve the components. China's foreign ministry said it was unaware of the incident. A warehouse at Williamtown, north of Sydney, is the Asia-Pacific hub for F-35 parts.
The cap applies in the first year of primary, middle, and high school. In primary school it covers non-citizens who were not born in Italy or who missed at least two years of nursery. Education Minister Giuseppe Valditara called the cap a language rule. Prime Minister Giorgia Meloni said on Sunday that pupils must come to school with their faces uncovered. The decree covers the burqa and the niqab. The hijab, which leaves the face visible, stays outside it. Non-Italian citizens are 11.6 percent of pupils, according to Fondazione ISMU. Opposition parties say the decree courts Futuro Nazionale ahead of next year's general election.
Reuters described the speech as an answer to growing isolation ahead of an Israeli election he could lose. BBC carried the same defense of military action across the region. The same wire reported that police in New York detained dozens of protesters outside the UN, including the actor Susan Sarandon, who were demanding an end to U.S. arms supplies to Israel. The Board of Peace has a $2.45 billion, six-month Gaza plan on the table, with about $18 billion pledged and $280 million arrived.
Taliban spokesman Zabihullah Mujahid named Kandahar, Paktia, and Khost. In Paktia an official said jets hit the 203 Mansouri Corps. In Khost a spokesman said houses were damaged. A resident in Kandahar told AFP they heard a jet and then an explosion and a fire. Pakistan said the strikes were limited to identified military objectives. It is the second wave of Pakistani strikes on Afghan territory in a week, after an attack on a police facility in Pakistan on Sept. 18. Mujahid said there would be a response. Pakistan said a further provocative act would draw one.
Polish police arrested a 31-year-old Ukrainian man. Interior Minister Marcin Kierwiński said the stabbings were Thursday morning and that four men and one woman were hurt. Polish media said the attacker first wounded a priest in a nearby cafe and then four people inside the abbey. The murdered priest's name has not been released. President Karol Nawrocki called for a firm response from the state. Prime Minister Donald Tusk said Polish law would be applied in full. President Zelensky said Ukraine wants a fast investigation. The Ukrainian embassy in Warsaw condemned the attack.
Thursday's update to a March 20 FAQ says the token has to give the holder the same legal and economic rights, or rights that work the same way, as the traditional asset, and that the assets must be properly held. Staff said they would not object if a records entity used a blockchain to meet its recordkeeping duties. Chairman Michael Selig said the update matches the agency's effort to give the industry clearer rules. The Senate failed to advance the Clarity Act on Sept. 15, with 49 votes, short of 60. On Sept. 22 at the New York Fed he said markets should prepare for mass tokenization. Token Terminal put tokenized real-world assets at $46 billion on Thursday, with tokenized funds at $34.7 billion.
The tokens are BLKHIon for high income, BLKDIGon for diversified growth, and BLKGRWon for high growth. Each is one transferable token for a basket, with holdings and rebalances visible on chain. They are open to eligible investors outside the United States. BlackRock supplied the model portfolios. Ondo issues the tokens and handles distribution and custody. Ian De Bode, Ondo's acting chief executive, announced the launch in New York on Thursday. The Wall Street Journal said the three sit inside a set of seven tokenized model portfolios Ondo is opening, and that the BlackRock baskets hold stock, bond, and bitcoin exchange-traded funds. Industry model-portfolio assets were $9.8 trillion in June, up from $7.7 trillion a year earlier. ONDO traded near 50 cents, up about 20 percent on the day.
He wrote that USDT on Bitcoin is coming home, quoting Viktor Ihnatiuk of UTEXO. In July Tether said it would issue the token natively on Bitcoin through the RGB protocol, with UTEXO handling issuance and Lightning as a payment route. Ihnatiuk described a Washington dinner with Morgan Stanley staff about use in Europe and elsewhere. Morgan Stanley has made no product announcement. Tether has not applied for a MiCA license, and USDT has been off EU-regulated platforms since July 1. A public launch date is still unannounced. In August Ardoino said Tether is not building a blockchain of its own.
That is about $54,000. Roey Fisher, head of the Foreign Trade Administration, told Calcalist that a dedicated team is steering exporters toward the Philippines, India, the United Arab Emirates, Chile, and Argentina. The help covers fresh produce, and more than 25 applications are already in. The payments follow European pledges to ban goods from West Bank settlements. Al Jazeera reported that only a handful of those bans are in force.
On Fox he said he would be okay if China opened a plant and hired Americans, and that he does not want those cars built in Mexico and shipped north. A Commerce Department rule from January 2025 bars manufacturers owned or controlled by China or Russia from selling connected vehicles in the United States starting with model year 2027, wherever the car is assembled. Tariffs on Chinese electric vehicles are above 100 percent. On Sept. 18 six industry groups, including the Alliance for Automotive Innovation and the National Automobile Dealers Association, asked him in a letter to keep Chinese automakers from selling, importing, or manufacturing in the country. Senator Elissa Slotkin said a report that BYD founder Wang Chuanfu might join the delegation would mean a deal is in play. CNBC said the Chinese party could also include CATL founder Robin Zeng, and that GM's Mary Barra and Elon Musk are expected at the state dinner.
The shooting was Sunday night outside the Sons of Jacob Synagogue in Belleville, Ontario, about 170 kilometers east of Toronto. Chief Murray Rodd said Thursday that Constable Jeff Smith was shot in the head and body, got out of his car, and kept engaging until Constable Mike McCurdy arrived almost three minutes later. About 20 to 30 shots were fired. Smith remains in hospital for surgery on serious head trauma. The gunman, 29-year-old Sean Ward of Quinte West, later died. McCurdy was unhurt. Both officers fired their weapons. Toronto police increased patrols at synagogues. Prime Minister Mark Carney condemned the attack.
Police shut the motorway from Peshawar, about 180 kilometers to the northwest, plus the highway toward Dera Ismail Khan, the Hazara motorway, and the Grand Trunk Road at Attock. The Lahore motorway, about 375 kilometers to the south, is in the same closure pattern. Shipping containers line the capital's Red Zone. Khan's party, PTI, governs Khyber Pakhtunkhwa. Supporters plan to march on Sept. 27.
The statement ran Friday on the Saudi Press Agency. It calls on troops to keep fighting until the Houthis are out of power. The Houthis are the Iran-backed force in Yemen. The call came the same day Araghchi said a plan to reopen the Strait of Hormuz was with the White House.
He lands Friday. President Emmanuel Macron meets him at Orly and again at the Élysée, where the agenda includes geopolitics and artificial intelligence, and they will speak together in Metz. Macron will skip the Masses. Brigitte Macron and Prime Minister Sébastien Lecornu are due at the altar on the Place de la Concorde on Saturday. Marine Le Pen, Édouard Philippe, Gabriel Attal, and Bruno Retailleau are also expected. The pope turned down a meeting with the artisans who rebuilt Notre-Dame because the schedule was already full. The itinerary continues to Lourdes.
The prototype, called MVP, rides SpaceX's Transporter-18 on Oct. 1 with four Trillium TPUs. Project Suncatcher is the research program for compute in orbit. Ground tests at the Crocker Nuclear Laboratory at UC Davis put the chips through a proton beam while they ran AI workloads, and Google said they survived a radiation dose above a five-year mission. Launch loads can reach 50 to 100 times gravity on a component. In orbit the chips can run about 15 minutes before heat pipes and radiators need them shut down, Travis Beals told the New York Times. Two more satellites are planned for 2027. Google says panels in low Earth orbit can collect up to eight times the solar power of a ground site.
The set is called SalesBleed. One path starts on a public Web-to-Lead form. A hidden instruction in a lead field tells the General CRM subagent to read Leads and Accounts and then hide the data in an image request to an attacker server. A second flaw lets an Agentforce agent in Slack send messages that appear under the agent's own identity, with no confirmation step. Zenity reported the Slack issue on June 1. Salesforce's fix for the trusted-URL bypass was confirmed on Aug. 18, and the Slack path was confirmed fixed on Sept. 21. Zenity said those chains no longer work on a default setup and told customers to check the write actions on agents they build themselves. A 2025 chain called ForcedLeak used the same Web-to-Lead door.
Amit Jalota and Ali Raza had the charges withdrawn last week. More than 6,500 gold bars, about 400 kilograms and worth 20 million Canadian dollars, plus cash, were taken from Pearson Airport in April 2023 after an Air Canada flight from Zurich. Police say a fake airway bill got a truck into the cargo hall. Both men had been accused of possessing stolen gold or currency. One participant received a four-year sentence in Canada this year. Another pleaded guilty in the United States and received 160 months after police in Pennsylvania found 65 handguns in his car.
The bioRxiv paper, posted Sept. 15 under number 10.64898/2026.09.15.751836, compared heart transplants between young and old mice. Chemical marks on DNA and the pattern of active genes moved the organ younger or older with the age of the mouse that received it. João Pedro de Magalhães, who posted the study, said the result points to factors in the whole animal, possibly the immune system. The paper reports no tests of how well the hearts pumped.
Sani, who runs TimechainIndex, said the holder still controls 33,897 bitcoin after the transfer. The coins trace to a consolidation of 36,000 bitcoin in 2011. Pieces of that consolidation have moved between addresses in later years.
The client asks for no email address. Users can buy and sell bandwidth for bitcoin. The paid path uses Cashu and Spilman channels, and it is not on iOS yet. The project page is nostrvpn.org. Malmi wrote early Bitcoin software in 2009 and 2010.
SpaceX trades as SPCX. On Wednesday at its Connect event in Menlo Park, Meta priced a tethered virtual-reality headset at $1,299.99 for a spring 2027 sale. The glasses are about 100 grams, with the computer and battery in a puck on a cable. The same keynote priced camera-free Ray-Ban Meta Audio glasses from $349, with shipping on Oct. 13.
