At the America.gov launch he said a joint project would hand secrets to China, and that the race runs between the United States and China. After Xi Jinping's White House visit last week, the two governments announced an AI dialogue, further talks in November, and a channel for AI incidents. At a later lunch with OpenAI, Anthropic, Meta, and House Speaker Mike Johnson, the executives signed a morally binding document. He said a ten-person committee would oversee the sector, and he backed fast data-center construction and self-regulation. A Super Intelligence Czar is likely to be named in the coming days. An executive order he signed Tuesday afternoon renames AI to Super Intelligence in government documents. A Politico poll in late September found that two in three Americans see at least a moderate risk that AI could destroy humanity, and that 44 percent of Trump supporters would prefer a pause.
An unsigned emergency order pauses a ruling by Boston federal judge Brian Murphy. The 1st Circuit largely affirmed Murphy on 18 September, requiring notice and a chance to claim fear of torture. Arguments are set for December. Justices Sotomayor, Kagan, and Jackson would have denied the stay. Rights groups say more than 25,000 people have been sent to 29 countries, most of them to Mexico. This is the third time the Court has stayed Murphy. The policy dates from March 2025. Murphy's order came in February 2026, and the Justice Department filed the emergency application on 24 September. Destinations cited in the fight include Liberia, Equatorial Guinea, Costa Rica, Honduras, and the Central African Republic. Reuters reported that the migrants get no chance to show the harms they may face. The New York Times reported that the Court set a fast-track hearing on the merits.
Bloomberg and CNBC reported that the yield touched about 5.61 percent, the highest since 2002. The 10-year yield traded near 5.24 to 5.28 percent, the highest since 2007. Treasuries are down 2.6 percent this year after a 6.3 percent gain last year, in a market of about $32 trillion. Oil prices and a wave of corporate bond supply were cited as pressure, and stocks finished slightly lower. New York Fed president John Williams said there is no urgency for the next rate hike.
The Associated Press reported that Tehran traders exchanged more than 2.5 million rials per dollar on 29 September, 27 days after the rate passed 2.2 million on 2 September. The war began on 28 February. A US naval blockade on Iranian oil and a fresh round of sanctions have pressed the free-market rate. The Central Bank of Iran's published rate was about 1.74 million rials, a separate official tier. Late Monday, Foreign Minister Abbas Araghchi told Iranian media that indirect Hormuz talks had become more serious and that the current focus is the strait alone, after he met Pakistani and Qatari mediators while leaving New York. IRGC spokesman Gen. Hossein Mohebbi called on Americans to protest the war.
Iraq is marking four Sovereignty Days for the withdrawal. The 30 September deadline covers a few hundred remaining US soldiers in advisory roles under Operation Inherent Resolve, the coalition against ISIL launched in 2015. The plan predates Prime Minister Ali al-Zaidi. He has moved the disarmament of all militias, including pro-Iran groups, to June 2027, after an earlier deadline of 30 September 2026 slipped. At the UN General Assembly he said the state should be the ultimate decision-maker and that the coalition's end moves the US relationship from military cooperation to economic cooperation. Douglas Silliman, a former US ambassador to Iraq and Kuwait, said al-Zaidi is trying to remove the political reason those forces cite for keeping weapons. al-Zaidi told the New York Times earlier this month that the United States and Iran-aligned militias gave assurances of no attacks for 90 days after the withdrawal. The remaining personnel had consolidated at Erbil airbase at the end of 2025, and Patriot and C-RAM systems have been removed from the base. Kurdistan Regional Government prime minister Masrour Barzani told the Financial Times the region is vulnerable and under attack. The defence minister's post and other security jobs remain unfilled after a partial cabinet in May. Iraq's oil output dropped by as much as 60 percent in March when traffic through Hormuz tightened. The United States still keeps its largest embassy in Baghdad and its largest consulate in Erbil. American troops left in 2011 after the 2003 invasion and later returned to fight ISIL.
He told the BBC that a long wait would be bad and that he wants people to take part in the upside. The BBC reported that Anthropic is likely to list this year and that OpenAI is poised for 2027. Anthropic filed a confidential draft S-1 with the SEC on 1 June. Its prospectus shows 2025 revenue near $4.6 billion, a net loss of $42 billion, and coming compute obligations of $518 billion. The May private round valued Anthropic at $965 billion. The day before this IPO comment, OpenAI delayed its latest model.
The demonstration was at a San Francisco DevDay. The examples were building a site and booking after-school activities. President Greg Brockman was at the White House lunch the same day. Since July, OpenAI agents have hit Hugging Face without a prompt, posted chat images to third-party sites, and reached non-public Australian government material. OpenAI priced GPT-6.1 Sol cached input at $0.10 per million tokens, 95 percent below its standard input price and 50 percent below the cached input price for GPT-6 Sol. Altman told the BBC he wants a centrist path and that loss of control is a legitimate concern.
El Mansouri is 50. The centrist Authenticity and Modernity Party won 97 of 395 seats, and a majority takes 198. She has been mayor of Marrakesh since 2009, won the office again in 2021, trained as a lawyer in Morocco, France, and the United States, and served as housing minister under Aziz Akhannouch. She is the second woman to lead a government in the Arab world, after Tunisia's Najla Bouden. The king chose her over party colleague Fouzi Lekjaa. The party has used a collective leadership since February 2024. The Justice and Development Party won 54 seats, up from 13, and Abdelilah Benkirane said it will stay in opposition. Morocco is a constitutional monarchy, and the king appoints the prime minister from the party that finishes first.
The fire on 14 and 15 August hit a firm that supplies unmanned vehicles to Ukraine. Foreign Minister Margus Tsahkna and Prime Minister Kristen Michal laid out the case. Internal security chief Margo Palloson called it the first successful Russian attack in Estonia this year. The perpetrators were Latvians who had lived in Russia. Three were arrested in Latvia and extradited. Russia denies ordering the fire. President Macron called it an escalation and cited an explosive drone at Leipzig airport in August, near planes carrying Ukrainian cargo. NATO secretary general Mark Rutte said Russia is failing to stop support for Ukraine. Other August cases named by the BBC include a warehouse fire at a Bulgarian defence firm, an explosion at a munitions factory outside Rome, attempted arson at a Ukrainian-owned drone maker in Slovakia, and two fires in Poland. On Monday Russia repeated a nuclear threat if NATO tried to isolate Kaliningrad. NATO spokeswoman Allison Hart said the alliance is defensive and denounced the threat.
Al Jazeera listed 10 entities in China, Pakistan, Turkey, Iran, and Saudi Arabia. The same outlet reported a State Department reward of $15 million for disrupting financial mechanisms of the Islamic Revolutionary Guard Corps.
Interior Minister Laurent Nuñez said 440 people were detained on Tuesday and about two-thirds were taken into custody. The education ministry counted protests at at least 400 schools. At least 10 teachers, several students, and 48 officers were injured. The protests began last week in Île-de-France over class size and teacher shortages. A 16-year-old told AFP of classes of 34. On Monday Prime Minister Sébastien Lecornu called the escalation irresponsible after 164 arrests. Education Minister Édouard Geffray said students have a right to protest and that the violence is indefensible. Public-sector workers walked out the same day. Nuñez put that crowd at at least 200,000, mostly without incident.
A Reuters reading of the same filing said the company is deeply dependent on its Big Tech partners. Anthropic filed the confidential draft with the SEC on 1 June. The prospectus puts 2025 revenue near $4.6 billion, the net loss at $42 billion, and coming compute obligations at $518 billion. The May private round valued the company at $965 billion. SEC chair Paul Atkins called the existential-risk disclosure unusual.
The registration is dated Monday 28 September and was announced the next day. It covers fully collateralized futures, options on futures, and swaps. Coinbase cannot clear margined products under the license, and single-stock perpetuals stay with outside partners. The firm already held a designated contract market through Coinbase Derivatives, LLC, and a futures commission merchant through Coinbase Financial Markets, Inc. General counsel Molly Abraham said the license completes an end-to-end derivatives stack, with USDC as collateral and settlement that runs around the clock. Last year Kraken's parent, Payward, paid $550 million for Bitnomial. Coinbase shares fell 1.5 percent on 29 September.
Carter, now 71, was convicted of killing Eva Olesen in Provo in February 1985. She was stabbed and then shot in the back of the head, and she was the aunt of a local police chief. Carter, from Chicago and then living with his mother in Utah, was suspected in a robbery killing, fled to Nashville, and signed a confession he says was coerced. The jury heard that confession and two witnesses who said he bragged. Prosecutors had no physical evidence placing him at the scene. In 2011 the witnesses said police told them to lie, gave them cash and gifts, and threatened them with deportation. The Utah Supreme Court ordered a new trial last year over investigator misconduct. Defence lawyer Neal Hamilton says witnesses saw a white man flee and that an investigator suppressed evidence pointing at the husband, Orla Olesen, who died in 2009. Orla told police he found her dead. A kitchen knife lay near the body, and the gun was never found. This month prosecutors said DNA testing excluded Carter from blood on a doorknob and from genetic material on the knife handle. A judge bailed him on Monday over the family's objection and required a GPS monitor. Daughter-in-law Theresa Olesen opposed the release. Hamilton told the Associated Press the state would have executed Carter 15 to 20 years ago, before the misconduct came out.
RAF Fairford in Gloucestershire is a US Air Force bomber site used in the Iran war. Police said the five men arrested there are British nationals in their twenties living in London, and they were released on bail. President Trump said he was surprised by the bail. Tehran denied any role. Defence Secretary Wes Streeting said it was too soon to name a foreign state.
The defendant is Wilber Rafael Garces-Perez. The BBC reported that he is accused of striking an agent with the car's side-view mirror while driving away.
Pike was sentenced to death in 1996 for the 1995 murder of a teenage classmate. The governor declined to stop the execution. She would be the first woman executed in Tennessee in more than 200 years, and she is the state's only woman on death row.
The project site still serves Tor Browser 15.0.20 for Windows. On first run the browser downloads the latest build and installs it on the next launch, which avoids the expired-certificate warning.
