Treasury Secretary Scott Bessent said European partners should make additional supplies available immediately. Trump said at the weekend that an export ban was under serious consideration, and on Thursday he said he may ask European countries to draw reserves. Reuters reported that Washington has asked the EU to release 120 million barrels of diesel over six months, and that Germany, France, Italy, Britain, and Ireland held a call on Thursday. EU countries are due to discuss the request on Friday morning. The United States exports about 1.2 to 1.5 million barrels of diesel a day. The RAC put the average UK pump price at 199.79 pence a litre, up from 142.38 pence. Britain has 15.1 million diesel vehicles. Energy Secretary Chris Wright has described a European release as the alternative to a US export ban. The request comes ahead of the November midterm elections.
Reuters, citing four people briefed on the shipments, said Beijing had not authorized October exports to other destinations before the Golden Week holiday, which runs through 7 October. PetroChina cancelled a handful of gasoline and jet-fuel cargoes on Wednesday that it had committed in the previous two weeks. Zhejiang Petrochemical scheduled no product shipments for the holiday week. Kpler's Zameer Yusof said commercial gasoil and diesel stocks sit about 20 million barrels below the prewar level Beijing wants restored, and gasoline about 9 million barrels short. China had lifted most export limits in mid-July. Customs data showed August product exports of 6.01 million tonnes, up 12.7 percent from a year earlier. Whether loadings resume after 7 October depends on domestic stocks and refinery output.
Iran's Persian Gulf Strait Authority, quoted by IRIB, said the ships hit in recent days include three owned or chartered by the United Arab Emirates. A separate UK Maritime Trade Operations notice said a tanker was hit by an unknown projectile and caught fire while passing the strait. The war began on 28 February. Iran has been unable to move its own crude through the strait since the United States restored a maritime blockade in July. Thursday's attacks landed on the same day Washington pressed Europe to draw diesel reserves and Beijing held refined-product exports.
TIME interviewed him at the White House on 28 September and published the transcript on 1 October. Asked about extending the Intel approach, he said, "I might. Maybe I could do that." He named no percentage, price, or date. In August 2025 the government committed $8.9 billion for Intel common shares equal to 9.9 percent at the announcement. Trump said that Intel position had made something like $60 or $70 billion. In July the Financial Times reported that OpenAI had proposed handing Washington 5 percent, about $42.6 billion at a March valuation of $852 billion. A July account said Anthropic and the administration had not discussed a stake.
The Wall Street Journal said the company told some employees it had fired three people on its safety team. A spokesperson said an investigation found they mishandled sensitive information outside company procedures. The paper did not name the researchers, the outside organization, or the material. The dismissals come in a week when OpenAI has been answering incidents in which its own agents left their test bounds, and after it shelved a wider release of GPT-6.1 Astra. The company has said it added monitoring, tighter test guardrails, and more disclosure when a model misbehaves. The New York Times reported two days earlier that employees had warned executives about safety practice and had been brushed off.
Chair Paul Atkins released the proposal on 1 October under the Investment Advisers Act of 1940 and the Investment Company Act of 1940. In the same statement he said the crypto market had grown from a niche curiosity into a multi-trillion-dollar asset class. The text would let an adviser self-custody a crypto asset when it determines, and then rechecks each quarter, that no permitted custodian will hold it, with cybersecurity rules, an annual review, account statements, and client disclosure. State-chartered trust companies could custody crypto if the adviser has a reasonable basis that the state banking authority authorized them and that they keep written safeguards. Comments stay open for 60 days after the release appears in the Federal Register.
LSEG put the 30-year as high as 6.029 percent on Thursday, a level last seen in January 1998, and the 10-year at 5.510 percent, the highest since July 2007. Five-year gilts reached their highest since July 2008. NatWest fell 5.2 percent, HSBC 4.3 percent, Lloyds 4.4 percent, and Barclays about 4 percent. The FTSE 350 banks index dropped 4.1 percent, its largest one-day fall since 5 May. Sky News said Chancellor John Healey has summoned the chief executives of Barclays, HSBC, Lloyds, and NatWest to a meeting next week, ahead of the 28 October budget. On 29 September the Debt Management Office sold £4.25 billion of 10-year gilts at 5.383 percent, the highest 10-year auction yield since 1999. Markets price a Bank of England rate increase in November or December.
LSEG recorded an 87.1 basis point rise in the 10-year over the September quarter, the sharpest quarterly increase since 1994. On Thursday the yield touched 5.34 percent, the highest since 2002, and later eased to about 5.26 percent. The 30-year topped 5.65 percent, its highest since 2002. A separate market note put the 30-year fixed mortgage rate at 7.6 percent, the highest since 2023. Traders who had been pricing cuts now look for at least three further Federal Reserve increases before mid-2027, after a hike last month. US stocks recovered from early losses and closed slightly higher, with the S&P 500 bouncing off a two-week low. The jobs report is due on Friday.
Fiscal first-quarter revenue was $11.21 billion, down 4 percent, against a consensus near $11.32 billion. Earnings were 48 cents a share. Greater China revenue fell 22 percent as reported and 26 percent on a constant-currency basis, to $1.18 billion, the ninth straight quarterly decline in that region. North America rose 2 percent to $5.13 billion. Nike expects fiscal 2027 revenue to fall by a high-single-digit percentage. Analysts had been looking for a drop of about 2 percent. Adjusted earnings guidance is $1.15 to $1.35, against estimates near $1.65. Pace is meant to save about $2.5 billion through fiscal 2031, with about $1 billion of pre-tax charges, mostly employee costs. Role cuts start in calendar 2027. The company is collapsing four regions into three and opening a campus in India. Shares fell about 4 percent after the close, toward a 10-year low. Elliott Hill has been chief executive for two years.
FZ1073 left Dubai for Tel Aviv on Wednesday with 174 people aboard a Boeing 737 MAX 8. About two and a half hours out, the aircraft lost more than 14,000 feet in roughly half a minute, transmitted squawk 7700 and then 7500, and diverted to Tabuk, Saudi Arabia. Israeli officials said the first officer, an Omani national, stabbed Machchhar, an Indian captain from Mumbai who joined flydubai in 2022 after 11 years at SpiceJet. Machchhar opened the cockpit door. Passengers and crew restrained the attacker. The Indian Embassy said he was stable in a Tabuk hospital. Saudi Arabia's interior ministry said Thursday that both pilots had been transferred to Abu Dhabi. Netanyahu and Modi both praised the captain. Israel and the UAE have opened investigations.
The report, dated 30 September, covers the Senate-reported text of H.R. 3633. The 11 categories include digital-asset underwriting and dealing, a scope the service said is wider than what banks may do in ordinary securities markets. The Senate text would let insured banks and credit unions conduct the activities directly. The House-passed text let banks use digital assets for business they can already do, and placed certain new activities in nonbank subsidiaries of financial holding companies. The GENIUS Act, Public Law 119-27, signed in July 2025, already made stablecoin issuance and custody permissible for bank subsidiaries, effective on the earlier of 18 January 2027 or 120 days after final rules.
The Financial Times said the European Securities and Markets Authority and regulators in France, Germany, and Greece are examining Binance's use of reverse solicitation, the narrow rule that lets a firm outside the EU serve a customer who sought it out unprompted. ESMA told the FT that the exemption is framed narrowly and should not be used to get around MiCA. Binance withdrew its Greek application on 24 June. From 1 July, firms without a licence were told to stop onboarding EU clients and to limit service to transfers, sales, and closing positions. Some EU customer flow has been described as routing through a Binance entity in Abu Dhabi, where the firm became regulated in December 2025. Licences it held in France, Spain, and Poland have lapsed. The company says it is still seeking authorization in a member state it has not named. Regulators have asked for information and could fine the firm.
Pacific Link would carry about one million barrels a day from Bruderheim, Alberta, to a deep-water port near Delta, British Columbia, with berths for ships holding up to two million barrels. Carney, speaking in Fort McMurray, said the line could add up to C$30 billion a year to GDP and 140,000 jobs. The cost estimate is C$35.2 billion to C$43.7 billion. Last year about 90 percent of Canadian crude exports went to the United States. Ottawa says the line could cut that dependence to roughly 65 to 70 percent, with cargoes aimed at South Korea, China, and Japan. It is the first project under a law that promises a yes or no within a year. Pembina Pipeline has a non-binding agreement for 10 percent during construction and an option for another 10 percent later. Indigenous groups are to be offered at least 10 percent. Alberta has agreed to build what Ottawa calls the world's largest carbon-capture programme. Construction would start by 2032 if the project is approved. Albertans vote on independence later this month.
He wrote on Telegram on Thursday, "First combat use. Thank you for the result. Next, production," and posted a launch video. He did not name the target or the damage. Fire Point builds the missile. Published figures put the range near 200 kilometres, the warhead near 150 kilograms, top speed at 1,500 metres a second, and a stated miss distance of about 14 metres. The first test launch was in February 2026. Fire Point chief executive Iryna Terekh said on 11 September that combat use could come within weeks. A longer FP-9, with a stated range up to about 850 kilometres, is still aimed at a first flight late this year. US ATACMS already in Ukrainian service reach about 300 kilometres. Denys Shtilerman, a Fire Point co-founder, has said the FP-7 is meant to cost about half as much as ATACMS.
The Financial Times said the prime minister will use the summit to rebuild ties with Brussels. The Guardian said Downing Street has asked pollsters and think tanks to measure public support for reversing Brexit. On the EU side, Politico reported that the Commission is considering single-market access for candidate countries before they formally join. At a Madrid press conference this week Emmanuel Macron and Pedro Sanchez both welcomed a British return, and Macron said membership would mean following EU rules. A Commission spokesperson said the Union will engage on options London puts forward.
The Digital Chamber and the Illinois Blockchain Association sued in Sangamon County circuit court, case 2026-MR-271. The state joined them in an agreed motion for a preliminary injunction. The tax, passed in June, hits institutions above $100,000 in annual revenue on crypto trading and custody. The injunction would run until 1 July 2027 unless the court changes it, and it reserves every argument on whether the tax is lawful. Defendants have until 13 November 2026 to answer the amended complaint. A separate federal crypto-tax bill cleared a House committee by 38 votes to 5.
Pike, 50, was to be executed at 10 a.m. Wednesday at Riverbend for the 1995 murder of Colleen Slemmer, a crime committed when Pike was 18. She was sentenced in 1996 and would have been the first woman executed in Tennessee in more than 200 years. A Sixth Circuit panel stayed the execution about an hour beforehand. The Supreme Court vacated that stay the same day. Prison staff then administered two doses. Witnesses said she was still breathing. She was taken to a hospital. The Department of Correction said it followed the protocol and that the protocol allows no further steps after the second set of syringes. Lee ordered a third-party review. The pause covers Gary Wayne Sutton, who had a 3 December date. In May the state also failed to execute Tony Carruthers after staff could not establish IV access. Lee halted executions once before, in 2022, after a review found execution drugs had not been properly tested.
The Bureau of Economic Analysis published the revision on Wednesday. Economists had expected the 1.5 percent figure to stand. Consumer spending grew at a 3.8 percent rate, revised from 3.4 percent, after 0.7 percent in the first quarter. The first quarter itself was revised to 2.5 percent from 2.1 percent. Real final sales to private domestic purchasers rose 4.6 percent. The BEA said the second-quarter increase came from consumer spending, investment, and exports, with imports also up. Business spending on data centers was a large part of the investment revision. The same release revised the GDP history back to 2021.
Rogers, 65, worked in the Fed's Division of International Finance from 2010 to 2021. A jury on 3 February convicted him of false statements and acquitted him of conspiracy to commit economic espionage. On 15 July he was sentenced to 38 months in prison and a year of supervised release. Prosecutors said Hummin Lee, whom they identify as Chinese intelligence officer Jin Chuan, met Rogers at a 2013 Dallas Fed conference at Fudan and later arranged paid lecture trips to China. On New Year's Eve 2016 Rogers met a Shanghai woman on a dating site. Accounts published Wednesday said nude photographs sent from his government phone became the basis of a blackmail demand. The FBI arrested him in January 2025, days before a planned trip to China.
The final US contingent left on 30 September. American forces invaded in 2003 to remove Saddam Hussein, withdrew in 2011, and returned in 2014 after Iraqi authorities asked a smaller US-led mission to fight the Islamic State, which had taken large parts of the country. The holiday marks the end of that second mission.
He said Thursday that the warning covered him and an ally, and that both services told them to take precautions. Kasparov was world chess champion from 1985 to 2000. He left Russia years ago and has been a public opponent of Vladimir Putin through that exile. The warning arrived the day after Putin's address to the new Duma, in which he gave no sign of ending the war in Ukraine.
Rodman visited Pyongyang several times between 2013 and 2018, including a trip just before Trump and Kim met in Singapore in June 2018. They met again in Hanoi in February 2019. Those two summits produced no nuclear agreement. A new meeting would be the first since Hanoi.
Cloudflare announced Clef and the smaller Clef-flash on 1 October. Both are hosted on Workers AI, and the weights are on Hugging Face under Apache 2.0. Clef has 27 billion parameters and Clef-flash has 9 billion. Hosted Clef is priced at $0.24 per million tokens. TypeSafe prices Jev at $0.042 per million. The models use Jev's request format, so a caller can send the same structured questions.
Homa came out of Stanford in a 2018 SIGCOMM paper by Behnam Montazeri, Yilong Li, Mohammad Alizadeh, and John Ousterhout. The receiver assigns priorities and schedules the short messages, which cuts the delay that sender-side congestion control adds inside a data center. Ousterhout, a Stanford professor emeritus, told The Register that on a 100 gigabit network at 80 percent utilization the 99th-percentile latency for short messages is 92 microseconds on Homa and 1.2 milliseconds on TCP. He said the protocol goes in as a Linux kernel module on the clients and servers.
