The announcement is IR-2026-121, dated 14 October 2026. The premium tax credit is the refundable credit for health insurance bought on a Health Insurance Exchange. The proposed rules carry out the Working Families Tax Cuts, the tax law enacted in July 2025. For tax years beginning after 2027, a month counts toward the credit only after an Exchange verifies the applicant's residence and citizenship, nationality, or lawful-presence status. The Department of Health and Human Services is expected to propose the matching Exchange procedures. For tax years beginning in 2026, the 2025 law already removed the income-based caps on how much a taxpayer must repay when advance payments exceed the credit. The October rules are proposed.
The exposure draft is the Online Safety Amendment (Digital Duty of Care) Bill 2026, released on 8 September 2026. It amends the Online Safety Act 2021. ABC reported that the bill Wells is tabling on Thursday requires a legislative amendment before a new category of harm can be added, and that it includes a carve-out for professional news. The 8 September draft had allowed the minister to add harms by rule. The centrepiece is My Feed, My Way, which requires a platform to let a person over 16 choose a feed made of accounts they follow. Wells told the Today show that the ministerial power had been a stumbling block, that she hopes the bill passes before Christmas, and that she welcomes a Senate inquiry. A corporate breach under the exposure draft carried a civil penalty of up to $109.2 million.
News release 2026-90 is dated 14 October 2026. Comptroller of the Currency Jonathan V. Gould released the findings. The nine banks are JPMorgan Chase, Bank of America, Citibank, Wells Fargo, U.S. Bank, Capital One, PNC, TD Bank, and BMO. The review covered policies in force at points from 2020 through September 2025. Examiners read about 100,000 complaints and about 420,000 pages of bank documents. The OCC announced the review in September 2025 and issued preliminary findings in December 2025. The report assigns no fines.
The Justice Department announced the charge on 13 October. Alfozan, 35, a Saudi national and a U.S. permanent resident since 2020, had worked as an engineer since July 2025. Agents arrested him on 9 October, and he made his initial appearance the day of the announcement. The charge is using or endeavoring to use a device to intercept oral communications, with a maximum of five years in prison and a $250,000 fine. OpenAI found the device on 30 September in a USB port on a television in a San Francisco executive conference room. It was wrapped in toilet paper, installed on or about 28 September, and its stored audio was encrypted. On 5 October a camera recorded him looking behind the television, and security staff later found a similar device in a bag with his wallet and identification. OpenAI said its models identified him, the company fired him, and it had no indication that source code, model weights, or customer data were taken. Craig Missakian, U.S. Attorney for the Northern District of California, called the case a national-security matter.
Netanyahu is Israel's prime minister. Al Jazeera carried the remark on 14 October in its live coverage of the Iran war. The same day he told Army Radio that a preemptive strike in the coming days was not convenient. The United States and Israel opened the war with strikes on 28 February, and the two countries have not traded fire since June.
The case is Computer & Communications Industry Association and NetChoice v. Uthmeier, No. 25-11881. Judge Kevin Newsom wrote the opinion, joined by Judges Robert Luck and Gerald Bard Tjoflat, and the court filed it on 14 October 2026. The panel vacated a preliminary injunction from the Northern District of Florida, docket 4:24-cv-00438. House Bill 3, signed in 2024 by Governor Ron DeSantis, requires parental consent for 14- and 15-year-olds. It covers platforms that combine recommendation algorithms with features such as infinite scroll, push notifications, autoplay, livestreaming, or reaction counts, and that cross a threshold of time spent by users under 16. The court treated the statute as content-neutral and applied intermediate scrutiny. The Senate passed the bill 30 to 5 and the House 109 to 4. Florida has enforced the law since the appeals court stayed the injunction in November 2025.
The bug is CVE-2026-76519, scored 9.8, advisory cisco-sa-esa-afw-zqYJkjxp, Cisco bug CSCwu56223, weakness CWE-23. It sits in Advanced Malware Protection when file reputation is enabled on a mail policy and Content Scanner Tools is older than 25.3.0.5525. Cisco published the advisory on 14 October 2026 at 16:00 GMT. There is no workaround. Fixed AsyncOS releases are 15.5.5-014 and 16.5.0-780, and customers on the 16.0 train migrate to a fixed release. Cisco said it learned of exploitation in October and that a limited number of customers are affected. CISA added the flaw to the Known Exploited Vulnerabilities catalog the same day and set a federal fix deadline of 17 October 2026.
The paper, published 13 October in Nature Biotechnology, is "In vivo engineering of CAR natural killer cells for immunotherapy using ligand-directed lipid nanoparticles," doi 10.1038/s41587-026-03310-1. Daniel Anderson is the senior author. The lead authors are Yuang Chen, Julia Monkovic, and Haseeb Mughal, and Robert Langer is a co-author. Lipid nanoparticles deliver mRNA for a chimeric antigen receptor aimed at proteins such as CD19 on B cells or CD3 on T cells. In mice the particles reprogrammed about 80 percent of the targeted natural killer cells. In an aggressive melanoma model, three of five treated mice went into complete remission. In a humanized mouse model of T-cell lymphoma, tumors were gone after five injections. In autoimmune hepatitis, one injection destroyed the autoreactive T cells and the liver damage healed. The FDA has approved seven CAR-T therapies. No CAR-NK therapy has FDA approval. Funders were Sanofi, the Marble Center for Cancer Nanomedicine, and a National Cancer Institute core grant to the Koch Institute.
The paper is in Nature Medicine, published 12 October 2026, volume 32, pages 3823 to 3831, doi 10.1038/s41591-026-04614-0. Glen Pridham and Yoav Hayut are joint first authors with Uri Alon, in the Weizmann Institute's Department of Molecular Cell Biology. The cohorts are the U.S. National Health and Nutrition Examination Survey and records from Israel's Clalit health service, covering 1999 through 2024. Clinical files rarely store the date of the final menstrual period, so their method, YoGlen, reconstructs an average trajectory by clearing the blur that comes from women reaching that date at different ages.
His legal name is Richard James Schueler. Ihlas News Agency, carried by Daily Sabah, said Turkey's National Intelligence Organization and police detained the couple on Wednesday morning at an address in Beşiktaş. Finland requested an Interpol Red Notice in 2024 over suspected aggravated tax fraud. Finnish broadcaster Yle reported that a court remanded him in absentia on 13 September 2024. The IHA seizure list includes phones, laptops, firearms, two drones, gold bracelets, and cash in several currencies. The Block said it had asked Istanbul police and Interpol to confirm custody and had not received a reply. The Defiant reported that a separate SEC case against Heart was dismissed in 2025.
SpaceXAI announced the model on 14 October and put it in the Voice Agent API. The company says the model handles millions of conversations a day in Tesla vehicles, including calendar checks and hands-free orders. At Starlink call centers it answers about 20,000 calls a day across several languages. About 70 percent of those calls close with no person on the line, and one in four sales calls ends in a purchase before the caller hangs up. The write-up is at x.ai/news/grok-voice-3.
The engineering post is dated 13 October 2026. In May the monorepo averaged about 2,500 merges a day. A seven-person team built Scion and a review tool called Antique and finished the move off git in five months. Main-branch history is about 100 GB, and a compressed working copy is over 25 GB. Continuous integration checks the code out about 25 million times a day. A naive git fetch of each checkout would move more than 600 petabytes a day. The post names Google's Piper and Meta's Sapling as earlier monorepo systems the team studied.
Colossal is based in Dallas. Ben Lamm, the chief executive, said the company announced GenoMorph on 14 October. The system flagged about 2,300 candidate regulatory elements for beak size and shape, 653 tied to size and 1,698 tied to thickness. The team is working from a single dodo genome assembly, and ancient DNA arrives in fragments. The closest living relative is the Nicobar pigeon. The Texas colony now has 36 birds, and the lab has derived Nicobar primordial germ cells, the cells that become sperm and eggs. A lipid-nanoparticle method delivered gene edits into bird embryos. Humans drove the dodo extinct on Mauritius in the 17th century. Lamm said the company is working with Mauritian scientists and the Mauritius government on any return.
Octi Zhang's thread places the work at Google DeepMind, using the Isaac simulator. The policy trained from scratch on a binary reward for finishing the job, plus a small control cost. It can run ten different parts in a row and receives that reward once, after the tenth task. The NIST assembly set is a standard board of small-parts tasks used to test robot hands.
Bry said the release was 13 October. Skydio designs and builds autonomous drones in the United States. The software links in both directions with TAK and with NGC2, runs in GPS-denied airspace, and lets one operator task many aircraft. Security Command, Asset Command, and DFR Command, the sister products for security, facilities, and drone-as-first-responder crews, shipped at the Ascend event in late September.
