Chernihiv regional governor Vyacheslav Chaus told national television that four of the dead were children and that 50 more people were injured. The missile hit a five-storey residential building at about 6:00 a.m. Kyiv time on Wednesday, while residents were still in their apartments. Police said the injured included seven children, and search teams were still working through the rubble. Reuters correspondent Yuliia Dysa reported the toll.
Yemen's Transport Ministry said two ballistic missiles and several explosive-laden drones targeted the runway and the passenger terminal before dawn. One missile landed near the runway minutes before Yemenia flight 603 from Cairo was due to land. Authorities diverted that flight to Jeddah, evacuated the terminal, and moved two aircraft off the tarmac. No casualties were immediately reported. The Houthis said they had struck Saudi military supplies at Badr camp near the airport. The same day, the Saudi-led coalition said it intercepted a Houthi ballistic missile north of Riyadh. The International Organization for Migration said more than 200,000 people have been displaced since this round of fighting began in August. Aden is the main international airport for the parts of Yemen outside Houthi control. The Houthis have held Sanaa since 2014.
After a governing-board meeting in Brussels, executive director Fatih Birol said members supported finishing the March 2026 collective action as soon as possible and releasing diesel where they can. About 325 million barrels of the 400 million pledged on 11 March have already reached the market, and the agency said the unreleased remainder is about 100 million barrels. The G7 agreed last Friday to a 100-million-barrel release after President Trump warned he might ban US diesel exports. European diesel futures rose as much as 8 percent on Wednesday, to $1,435.25 a tonne, and later traded at $1,389.50, up 4.5 percent on the day. People familiar with the split said about half of the remaining barrels would come from European countries, including France and Germany, and much of the rest from the United States. The March draw is the largest coordinated release the agency has run. It opened after the Iran war began. Germany's economy ministry said it would take part in the volumes already set in March.
Rospotrebnadzor said Darya Shipilova, 28, a worker at the Irkutsk Anti-Plague Institute, died of pneumonia of undetermined cause in Shelekhov. The agency said nearly 5,000 laboratory tests found no dangerous pathogens, medical monitoring is finished for more than 90 percent of her contacts, and it sees no epidemic risk. It is winding down the precautions it put in place after her death. WHO director-general Tedros Adhanom Ghebreyesus asked Russia to verify media reports of a second employee with pneumonia of undetermined cause, and he said the agency cannot yet finish a full risk assessment. Reuters could not find a report of a second death in Russian media. After the briefing, the WHO sent Reuters a link to a story on the celebrity site starhit.ru and a Daily Mail follow-up. People of Baikal reported that Shipilova may have been exposed when a test tube broke. Mongolia said it was starting health surveillance on the Russian border. Spokesman Dmitry Peskov said Russia had informed the WHO under the usual procedure, and that no call between President Putin and President Trump was on the schedule. Trump said on Tuesday that he would speak to Putin about the case very soon.
The National Hurricane Center's 4 p.m. CDT advisory placed the center near 22.7 north, 92.9 west, about 500 miles south-southwest of the mouth of the Mississippi River and about 200 nautical miles west of Progreso, Mexico. Isaias was moving east-northeast at 7 knots, with winds of 55 knots and a central pressure of 994 millibars. The storm formed Wednesday in the Gulf. The center expects it to become a hurricane on Thursday and a strong hurricane before landfall late Friday or early Saturday. A storm-surge watch runs from the mouth of the Mississippi to Yankeetown, Florida, and a hurricane watch covers Bay St. Louis, Mississippi, to Indian Pass, Florida. Forecasters expect 3 to 6 inches of rain, with isolated totals of 10 inches, along the central and northern Gulf Coast from Friday through the weekend.
The Monetary Policy Committee met from 5 to 7 October and voted 6-0 for the increase. It voted 4-2 to move the stance from neutral to calibrated tightening. The standing deposit facility rate is now 5.25 percent, and the marginal standing facility rate and the bank rate are 5.75 percent. Governor Sanjay Malhotra said headline consumer inflation is expected to average almost 5.8 percent over the next three quarters. The bank lifted its inflation forecast for the current financial year to 5.2 percent from 5 percent, and its growth forecast to 7.1 percent from 6.7 percent. Nearly 60 percent of economists in a Reuters poll had expected a 25-basis-point rise. Sakshi Gupta of HDFC Bank expects another 50 to 75 basis points over the coming months. The repo rate had been cut to 5.25 percent in December 2025 and held there at the next four meetings.
The company said on Thursday that the July-September figure is up 782.5 percent from 12.17 trillion won a year earlier. Revenue is guided at about 195 trillion won, up about 127 percent. Second-quarter operating profit was 89.49 trillion won on sales of 171.5 trillion won. The new estimate beat an LSEG SmartEstimate of 106.1 trillion won. Yonhap said a confirmed result would be the first time a South Korean company has reported quarterly operating profit above 100 trillion won, and the fourth straight record quarter. Net profit is absent from the guidance. Samsung will publish the full breakdown, including results by division, on 29 October. Reuters said memory chips, including high-bandwidth memory for AI systems, are expected to account for most of the gain.
Official holdings rose to 77.47 million ounces from 76.73 million, about 23 tonnes. China Daily said the addition is the largest since September 2023, when reserves rose by 840,000 ounces, and it is above the 650,000 ounces added in August and the 640,000 added in July. The State Administration of Foreign Exchange said foreign-exchange reserves stood at $3.400 trillion at the end of September, down $38.1 billion, or 1.11 percent, after a stronger dollar and lower global asset prices. The value of the gold stock fell to about $323.5 billion. Gold prices fell more than 6 percent in September.
The Royal Swedish Academy of Sciences awarded the prize on Wednesday and called the discoveries decisive for the manufacture of pharmaceuticals. Kagan, 95, is French and a professor emeritus at Université Paris-Sud. Soai, 76, is Japanese and works at the Tokyo University of Science. They share 12 million Swedish kronor. Soai said he was grocery shopping when he learned of the prize and called it the most exciting day of his life. Committee chair Heiner Linke said the pair had shown how a single handedness can emerge on its own. Committee member Peter Somfai said one mirror-image form of a drug can treat an illness while the other can cause harmful side effects, and he called the Soai reaction probably the coolest experiment in organic chemistry. Soai published the first amplifying reaction in 1995 and, in 2003, a reaction that produced only one of the two mirror images. The work builds on Louis Pasteur. When the 2001 chemistry prize went to other researchers in asymmetric catalysis, French scientists said they were surprised Kagan had been left off that list.
A White House official said Michael Dell and Satya Nadella will receive the National Medal of Technology and Innovation at the same ceremony. The event is called Science: A New Golden Age Summit. The National Science Foundation describes the science medal as the nation's highest honor for scientists and engineers, and the Patent and Trademark Office describes the technology medal as the highest honor for technological achievement. Assistant press secretary Liz Huston said the administration is grateful for the recipients' work. Tech adviser Michael Kratsios said the summit will present a plan he released in July to change how federal research funding is managed. Energy Secretary Chris Wright and NASA Administrator Jared Isaacman are also scheduled to speak. Musk contributed more than $290 million to Trump's 2024 campaign, the largest sum from any donor, and later left the Department of Government Efficiency after a public rupture with the president. Fox News reported that Thursday is the first time Trump has presented these medals.
The families sued in 2002. They allege that Omar al-Bayoumi, then a Saudi government employee and now retired, knowingly assisted two of the hijackers and worked with officials of the Ministry of Islamic Affairs. Saudi Arabia says any claim that it or its officials were complicit is categorically false, and it argues that a foreign state has immunity. Congress passed the Justice Against Sponsors of Terrorism Act in 2016, which allows civil claims against a foreign state for an act of international terrorism. In August 2025 Judge Daniels of the Manhattan District Court ruled that the families had met that act and that the case could proceed toward trial. On Wednesday, counsel Gregory Rapawy, for Saudi Arabia, asked the Court of Appeals to reverse that ruling. Families' lawyer Gavin Simpson said the district court had already found that Bayoumi was following Saudi instructions. Judge William Nardini said the panel, which also includes Judge Guido Calabresi, would take the case under advisement. Terry Strada, whose husband Tom was killed at the World Trade Center, said outside the court that the families want the judges to uphold Daniels's decision. Almost 3,000 people were killed on 11 September 2001.
MIT News said she died on 30 September. She was born in Paoli, Indiana, in 1936, earned a mathematics degree from Earlham College in 1958, and joined MIT in 1959, writing weather software with Edward Lorenz before moving to Lincoln Laboratory in 1961 to program the SAGE air-defense computer. In 1965 she became the first programmer hired for Apollo at the Instrumentation Laboratory. By 1968 she was assistant director for the Command and Service Module software, with more than 400 people on the Apollo software effort. During Apollo 8, astronaut Jim Lovell selected the pre-launch program P01 in flight and wiped the navigation data, the same mistake her daughter Lauren had triggered on a simulator. On Apollo 11 the guidance computer raised a 1202 alarm during the landing, and the priority software she had specified dropped background tasks so the landing could continue. President Obama awarded her the Presidential Medal of Freedom on 22 November 2016. She founded Higher Order Software in 1976 and later Hamilton Technologies. A memorial is planned for the spring in Cambridge. She is survived by her daughter, Lauren Hamilton.
Google said on Tuesday that the attackers changed authoritative DNS records and nameserver delegations for the country-code registries of Ghana, Sierra Leone, and American Samoa, then passed the checks certificate authorities use to confirm control of a domain. Google said its own systems were untouched, and that it had no reason to believe the authorities that issued the certificates had done anything wrong. Chrome blocked the certificates it identified through CRLSets, and Google worked with the issuers to revoke the certificates covering Google properties. Certificate Transparency logs show at least 12 certificates issued between 22 and 27 September for Google and YouTube names under those three endings, including google.com.gh, google.sl, and google.as. Let's Encrypt issued 11 of them and ZeroSSL issued one. Cert Spotter's records showed all 12 revoked by 7 October. Any domain ending in .gh, .sl, or .as was exposed while the registries were hijacked.
Semafor reported that members of the Asia-Pacific Economic Cooperation forum fear their own disputes, including territorial claims, are being set aside. The Financial Times said China is exploring a plan to move key parts of an upcoming APEC meeting online so talks with Washington come first. The leaders of the two countries are due to meet in Shenzhen next month. Beijing has in the past been reluctant to enter an arms-control regime with Washington.
Chancellor I'Ashea Myles of Davidson County Chancery Court granted the order on Wednesday and told the state to keep anything that was in the execution room, including IV lines, medical waste, photographs, and messages about complications. Pike was convicted of the 1995 murder of 19-year-old Colleen Slemmer. On 30 September, executioners administered two doses of pentobarbital. She survived, her lawyers say she is communicating in a basic way, and she remains hospitalized in Nashville. Governor Bill Lee has suspended executions for the rest of the year and ordered an independent review of the state's death-penalty system. Assistant federal defender Luke Ihnen called the preservation order a first step. Myles also ordered prison officials to answer within two hours when her lawyers ask to see her.
Reuters reported that the university has hired Sally Yates, a former United States deputy attorney general, to examine how Cornell handles sexual-assault complaints. The allegation, at a fraternity in 2024, set off a wider dispute about sexual violence on campus. The university's trustees described the outside review as pressure mounted on the administration and the president.
Satya Nadella said MAI-Code-1.1 Flash has a 256,000-token context window and that GitHub Copilot can hand work to that local model. He said Hybrid Intelligence lets Copilot act on the PC with the user's permission, and that Windows together with Agent 365 will keep agents inside a local sandbox called MXC. The device he named for the release is the Surface Laptop Ultra, which he said is powered by Nvidia RTX Spark. The Register reported that the machine uses Nvidia's RTX Spark N1X chip, and that Copilot will be able to reach the files stored on the PC. Jensen Huang and Sriram Krishnan joined the announcement.
Above 100,000 tokens the price rises fivefold, to 50 cents and $2.50. Haiku 4.5 cost $1 per million input tokens and $5 per million output tokens. Simon Willison's tokenizer check found that the same long prompt uses about 1.25 times as many tokens on Haiku 5.5 as on Haiku 4.5. Reasoning stays on, and the default is a thinking effort. A pelican drawing at low effort took 5 minutes and 9 seconds. Anthropic also cut the cache-read price for Sonnet 5.5 in half and added monthly API credits: $100 on the Max 5x plan, $200 on Max 20x, and up to $500 pooled on Team. In his llm tool the model id is claude-haiku-5.5.
The release also repairs a gossip regression from 26.06.8, in which a busy node could throttle a peer on ordinary gossip, pings, and onion messages and delay channel traffic. Only gossip queries now count against that budget. The maintainers published the fixes at once and withheld the tests for the security patches so they are harder to turn into exploits. The notes list fixes in channel reestablishment, splicing, payment handling during shutdown, onion handling, the on-chain watcher, gossip range queries, and runes. A restricted rune can no longer mint a new rune that drops those restrictions, and a splice the node accepts must use the fee rate the peers negotiated. The project also shipped reproducible arm64 and armv7 binaries for Ubuntu 22.04, 24.04, and 26.04. A node that has run a development build of master cannot move back to the 26.06 series, because the database schema is newer.
