The portfolio is up to 14 megahertz of paired spectrum, in the bands from 817 to 824 MHz and from 862 to 869 MHz. Grain bought those airwaves from T-Mobile earlier this year. The price was not disclosed, and the transfer still needs Federal Communications Commission approval. Most phones already tune 800 MHz. Starlink's current direct-to-phone service uses 2 GHz spectrum from a set of EchoStar deals worth about $20 billion. This week the FCC cleared 15,000 next-generation Starlink Mobile satellites. After the announcement, AT&T shares fell 7.3 percent in extended trading, and T-Mobile and Verizon each fell 6.6 percent. Musk called the low-band licenses the last spectrum piece needed for phone coverage across the country.
The designations use Executive Order 13902, which covers Iran's petroleum sector. Secretary Scott Bessent announced Operation Economic Outcast on 24 August 2026. The State Department, acting the same day under Executive Order 13846, sanctioned 10 entities, six individuals, and five vessels. Treasury's list includes the Comoros-flagged Paritosh, IMO 9383352, which carried more than 100,000 barrels of Iranian bitumen in 2026; the Panama-flagged Bitu, IMO 9531765, which carried more than 170,000 barrels of bitumen; and the Panama-flagged Starway, IMO 9273246, owned by China's Hechuang International Group, which has moved more than 3 million barrels of Iranian naphtha since 2025. A Treasury official told Reuters that about 20 million barrels of Iranian crude remain on ships outside a US blockade reimposed on 14 July, sitting off Singapore, Malaysia, and China, and that Iran has stopped loading and unloading crude ships.
AMIE, the Articulate Medical Intelligence Explorer, comes from Google Research and Google DeepMind. From April through November 2025 the team enrolled 114 adults booked for urgent primary care at Beth Israel Deaconess Medical Center, and 98 finished both the chat and the visit. Supervising physicians stopped none of the conversations under the safety rules. They marked one hallucination and added a clinical clarification in five cases. After an eight-week chart review, the correct diagnosis was AMIE's first guess in 56 percent of cases, inside the top three in 75 percent, and inside the top seven in 90 percent. Clinicians said the written summaries helped them prepare in 75 percent of visits and changed their approach in more than half. Adam Rodman directs AI programs at the Shapiro Institute at Beth Israel. Peter Brodeur, a cardiology fellow there, is a co-first author. The paper is Google's first in the main journal of The Lancet.
The open-label Phase 1 trial, NCT07290244, gives a single injection into the eye plus daily doxycycline for 56 days. Dose level 1 was 2 x 10 to the 11th vector genomes. The payload is three transcription factors, OCT4, SOX2, and KLF4, switched on by the antibiotic. An oral prednisolone taper runs alongside, because the vector is an adeno-associated virus. The company reported no dose-limiting toxicities, no adverse events of special interest, and no serious adverse events through day 56. The data safety board told the company to move to dose level 2, 6 x 10 to the 11th vector genomes. In two of the three participants, at least 28 percent of points on the Humphrey visual field improved by more than 4 decibels. Chief scientific officer Sharon Rosenzweig-Lipson said the trial started in the first quarter of 2026. Open-angle glaucoma damages retinal ganglion cells, which do not regrow on their own.
The text takes effect on 12 November 2026. Anthropic said the cruelty clause covers extreme cases in which a person is repeatedly cruel with no discernible purpose, and that ordinary frustration, argument, dark fiction, and research testing stay allowed. Ending the conversation remains the main enforcement. The company gave Claude that option in August 2025 during its model-welfare work, and an August statement said Anthropic was uncertain about Claude's moral status. The same October update requires a qualified person to watch any equipment Claude operates and to be able to stop it, and the machine must hold a safe state if the model disconnects. The weapons section now covers software and parts that make weapons work, including arming drones. The rules apply to Claude.ai, Claude Code, the API, and products that embed Claude. Penalties listed on the policy page run from a warning to cutting off the account.
TimechainIndex recorded 12,267.02330673 BTC leaving a wallet it labels U.S. Gov, in block 970496, transaction 9194d9de95703bd6d43997e0f1341896314e6586650a6ae179371f2dc10dfd3d. Arkham, which clusters the same coins, timed the send at 9:33 a.m. Eastern on Thursday and priced it near $1.01 billion. The coins are part of about 94,000 BTC that federal agents seized in 2022 from Ilya Lichtenstein and Heather Morgan after the 2016 Bitfinex hack, in which 119,756 BTC were taken. The output went to an address with no public owner, and Arkham showed no deposit at an exchange. A March 2025 executive order said forfeited bitcoin should sit in a Strategic Bitcoin Reserve and should not be sold.
Those demands compel documents and sworn answers. A senior official told Semafor the drafts run to dozens of questions on what the companies have said about product dangers and on consumer harm, and that career lawyers in the Bureau of Consumer Protection are writing them. The inquiry surfaced in the New York Post on 30 September, less than a day after Chair Andrew Ferguson stood with President Trump and AI executives for a nonbinding industry pledge. The Post named Anthropic and OpenAI. Semafor reported the inquiry may also reach the evaluation group METR. OpenAI's Chris Lehane said last week the company was still trying to learn what the agency wants. Former chair Lina Khan told ABC she doubts a serious demand will follow a White House event. Ferguson also sits on Trump's AI task force. The agency rarely confirms an investigation before the demands go out. A former chair, William Kovacic, told Semafor the practice is unusual and has precedent in the Facebook and Equifax notices.
The papers ran in Nature on 7 October. Thorsten Schumm at TU Wien and Ekkehard Peik at Germany's national metrology institute, PTB, led the European clock. Shiqian Ding at Tsinghua University led the Beijing clock. Both lock a laser near 148 nanometres to a jump inside the nucleus of thorium-229, held in a calcium fluoride crystal. Vienna measured a fractional instability near 10 to the minus 15, about one second in 30 million years, and used the clock to search for ultralight dark matter. That search returned no detection. Beijing worked with about 1.4 micrograms of the isotope, roughly 200 times less than Vienna, and reported a more stable clock. Schumm has chased a nuclear clock since 2008. Physicists have talked about one for nearly 50 years because the nucleus is less exposed to stray electric fields than the electrons used in today's atomic clocks.
On the morning of 11 September 2026, Minzer, a professor at MIT, received a text that OpenAI might be about to release a proof of Subhash Khot's 2002 conjecture. He, Yumou Fei, and Shuo Wang posted a 95-page draft three days later. It settles a 4-to-1 form of the problem. Khot's statement says that even a rough approximation of certain labeling puzzles is NP-hard, which would freeze the best known approximations for problems such as Max-Cut unless P equals NP. On 6 October OpenAI released a Lean-checked manuscript it says proves the full conjecture, inside a drop that also held 376 other math results. Quanta reported that the OpenAI manuscript went out without human editing and without outside review. The first page of the MIT draft says the mathematics is complete and the prose is not the version the authors wanted to share.
Costa has 2,700 shops in the UK and Ireland and about 20,000 employees. Coca-Cola bought the chain from Whitbread. The business lost nearly £20 million across 2023 and 2024 combined. Coca-Cola offered it to private-equity firms in late 2025 and stopped that process early in 2026 after a thin response, the Financial Times reported in January. People familiar with the new effort told Semafor that at least one strategic buyer looked and walked away over price and fit, and that Coca-Cola has not named a fresh asking price. Chief executive Philippe Schillee has said a Hertfordshire headquarters due in January 2027, with desks for 300 people, shows the company's plans for the chain. Coca-Cola did not answer Semafor.
The EU trade commissioner pressed Beijing to narrow Europe's goods deficit with China. Brussels had asked China to limit hybrid-vehicle shipments on its own. China refused, the Financial Times reported. Germany and France have asked the Commission to prepare further instruments. Semafor's Prashant Rao wrote that European governments fear Chinese goods will take factory jobs and that the resulting anxiety will feed nationalist parties. The talks have not produced a deal.
Nadella has been chief executive of Microsoft since February 2014. In the citation read at the ceremony, Trump said Nadella had been a central figure at the company for more than three decades. The science medal is awarded by the president after a review run through the National Science Foundation. The technology medal is awarded by the president after a review run through the Department of Commerce. Nadella wrote that he shared the stage with the other five recipients. The White House account posted the presentation on Thursday.
Hangar One at Moffett Federal Airfield in Mountain View was completed in 1933 to house the Navy airship USS Macon. The field sits beside Google's main campus. Pichai said the agent takes one prompt for questions, documents, images, and code, stores one memory because the job runs in Google's cloud, and can spin up sub-agents for a longer task. He said people can open it in a browser or call it from other software, including with no screen of its own. He also said it can pick among models on a single request. The event was Google Cloud's Gemini at Work gathering.
The code is at github.com/microsoft/mxc. GitHub chief operating officer Kyle Daigle described it as one sandbox for agent workloads, covering a process, a session, or a micro virtual machine, with a hook into Windows agent identity. Willison wrote that the library calls mechanisms the operating systems already ship: Windows process containers, Linux bubblewrap, and the macOS Seatbelt sandbox. Daigle posted the release for developers who have been keeping a separate sandbox on each system.
The ggml project tagged version 0.6.0 on 5 October. On Thursday Merve Noyan at Hugging Face posted the serve command llama serve -hf ggml-org/Clef-Flash-GGUF and a Hugging Face listing of decision models that run inside llama.cpp. llama.cpp is the C and C++ inference engine maintained under ggml. Metal is the graphics interface on Macs. The weights she named are in the ggml-org collection on Hugging Face. She also pointed at a refreshed Llama App site and its docs.
Today's spends use ECDSA or Schnorr signatures on the curve secp256k1. Both fail if an attacker can solve the elliptic-curve discrete logarithm and recover the secret from the public key. John Rompel showed in 1990 that signatures can be built from one-way functions alone, with no public-key encryption. The scheme Mow named, SHRINCS, comes from Blockstream Research. He said public keys can stay about 32 bytes, a Schnorr signature is 64 bytes, a stateful SHRINCS signature starts at a few hundred bytes, and a stateless fallback is a few kilobytes. Blockstream is running the scheme on Liquid through the Simplicity language, and a draft Bitcoin Improvement Proposal is written. Adam Back's line, which Mow quoted, is that Bitcoin uses signatures so only the key holder can spend.
An interposer is the silicon sheet between a processor and stacks of high-bandwidth memory in advanced packages. TSMC's CoWoS line uses that sheet, and most of the capacity sits in Taiwan. GlobalFoundries runs a fab in Malta, New York, plus plants in Germany and Singapore. The Register said the contract is meant to put interposer production on US soil. The story ran on 8 October.
Shai-Hulud is a worm that moves through software packages and takes developer credentials. The Register said the copy inside Tensorlake's kit was spotted within minutes and that the damage was still unknown on Thursday. Tensorlake ships a kit for agents that call outside tools and data. A package compromise of that kind can ride into any build that pulled the kit before the package was pulled.
The Register said the public record of hardware progress is still thin. A lunar night lasts about 14 Earth days, so a reactor is one of the few sources that can keep running through it without a huge battery. The 2028 date is for a spacecraft, two years from the request. The Department of Energy holds the nuclear engineering for the reactors. The story was published on 8 October.
The Register's story, dated 9 October, frames the offer as a defense program for critical infrastructure and open-source projects. It landed the same day Anthropic published a usage-policy update that takes effect on 12 November and that expands the company's bans on weapons software and surveillance. The defensive-access announcement and the usage-policy text are separate documents. The Register did not name a ship date or a price for the defender tools.
The company is based in Italy. It compresses carbon dioxide into a liquid when electricity is plentiful and expands the gas through a turbine when the grid needs power. A full day of output is aimed at a night when wind and solar production drops. MIT Technology Review placed the project among long-duration storage efforts tied to higher electricity demand. The same download also noted the Vienna and Beijing nuclear clocks.
MIT Technology Review described the dam as a tool for higher seas and worse flood risk. Crews carry it in, deploy it as the water rises, and take it out afterward. It is built for sites that do not already have a permanent flood wall. The item ran in the magazine's 8 October download alongside a note on the first nuclear clocks.
Dustin Walper's company is building the machine that builds the ships. The new computer talks on one network to the welder, the gripper, the robots, and the sensors. EtherCAT is the industrial Ethernet those machines already use, and it runs on a fixed cycle so the tools share one clock. The previous stack was an NVIDIA Jetson plus separate programmable logic controllers. Walper wrote the same day that the yard expects to train its own models on thousands of miles of weld once the cameras sit on that clock.
Isomorphic Labs started in 2021 as an Alphabet company, led by Demis Hassabis, to design drugs with the same family of models as AlphaFold. Semafor's Thursday note gave no round size, no lead investor, and no date for a close. A $40 billion valuation would put the lab among the largest private figures in drug discovery. The item was reported, and Semafor did not say the round had been signed.
Johnson also wrote that type 2 diabetes in children climbed 5.3 percent a year from 2002 to 2018. The 1988 start matches NHANES III, the continuous federal exam survey that still produces the national obesity estimates. He posted the figures without a table or a paper link. Severe obesity in that series is the higher clinical cut, above the standard obesity threshold. The comparison he drew is between children and the generation of their parents over the same span of surveys.
The curves are split by age and sex. Pain late in life runs higher in countries low on the Human Development Index, the United Nations measure that combines income, years of schooling, and life expectancy. The journal said other cohorts can use the curves as a benchmark when they score pain. The post went up on Thursday with a link to the paper.
The journal called it a pragmatic cluster-randomised trial. Small-quantity lipid-based nutrient supplements are fortified pastes portioned for young children. The study attached the food to immunization visits and measured measles-shot uptake against clinics that did not get the combined package. Yobe is in northeastern Nigeria, where routine immunization campaigns already run. Nature Medicine posted the paper on Thursday.
João Pedro de Magalhães, a professor at the University of Birmingham, said the paper is led by David Gems and is out in GeroScience, the journal of the American Aging Association. The authors say the field should keep longer life as its goal, and they call a healthspan-only slogan a cliché. Gems works at University College London's Institute of Healthy Ageing. The preprint-to-journal path closed on Thursday with the Springer link de Magalhães posted.
The US Attorney's Office for the Southern District of New York posted the sentence on 6 October. The headline reads 'North Carolina Man Sentenced To 18 Months In Prison For Super Intelligence-Assisted Music Streaming Fraud.' The office's 19 March release, when the same man pleaded guilty, called the scheme fraud aided by artificial intelligence. Willison posted both headlines on Thursday and linked both press releases. The October headline swaps the March wording for the phrase the administration has been using in public.
On Squawk Box he said front-running those customers showed disdain for them. The Navier-Stokes equations describe how fluids move. Whether smooth solutions always exist in three dimensions is one of the Clay Mathematics Institute's Millennium Prize problems, each carrying a $1 million award. OpenAI has said a model produced a Lean-checked result on that problem. Buckmaster is at New York University. Levent Alpöge, now at Anthropic, has worked with him on related fluid results. The interview aired Thursday morning.
Semafor reported that the records come from a Chicago drug investigation in the 1990s. Tinubu has been president since May 2023. He spent three years trying to keep the old files closed. The story says that effort has partly failed, so some of the material is no longer fully sealed. Semafor published the piece on 7 October and posted it on Thursday.
Semafor had the numbers first. A generic ballot names the party. The two shares leave 39 percent who picked neither party. In the same piece the group says Democrats pick up support when the conversation is about the economy, housing, and conduct by Immigration and Customs Enforcement. The poll was shared with Semafor for publication on Thursday.
The analyst wrote that the compute units sit on a top layer he calls an N+3 process, and that the cache and the input-output circuits sit on a lower layer he calls N+2. The processor cores sit above the level-2 and level-3 cache. He said the split spreads heat and shortens the longest signal path inside one clock, which lets the chip run faster. He also wrote that the teardown channel Geekerwan has posted two videos on the K9050 this year, after a prior Kirin video was held back. The note is his reading of those public teardowns.
Hasan, then an Army psychiatrist, killed 13 people and wounded more than 30 at Fort Hood, Texas, on 5 November 2009. A court-martial sentenced him to death in 2013. A Pentagon official told AFP on Thursday that the execution will be streamed, after Defense Secretary Pete Hegseth said it would be carried out in public. AFP correspondent Will Dunlop wrote the update. The military last carried out an execution in 1961, so a livestreamed firing squad would be the first death sentence the services have carried out in this century.
Murphy, a Democrat from Connecticut, said he was barred. Al Udeid, west of Doha, is the largest US military base in the Middle East. It hosts the Combined Air Operations Center, which directs air operations for US Central Command. Al Jazeera carried his account on a live page that was also following the war in Yemen.
