Egypt's President Abdel Fattah al-Sisi said he would carry out any measure to protect Saudi Arabia if asked, and that the offer covers defense. Egypt's parliament holds an emergency session on 18 October at his request. Saudi Arabia's education ministry extended remote learning in Riyadh and Diriyah. A phone alert early on 18 October warned of a hostile aerial threat and was lifted after a few minutes. Houthi spokesman Yahya Saree said Riyadh conducted 53 strikes on Sanaa and six other provinces in 24 hours. A Houthi-affiliated agency said strikes in Dhamar and Taiz killed 12 people and wounded more than 30. The conflict restarted in July. A strike on Riyadh airport last week killed 13 people. Iranian Foreign Minister Abbas Araghchi offered a political process on 17 October, and Yemeni Foreign Minister Afrah al-Zouba rejected it the same day.

He urged the United Nations and the International Committee of the Red Cross to evacuate people. Danielle Bell of the UN Human Rights Monitoring Mission in Ukraine says about 1,700 residents remain, including 47 children, against a pre-war population of 24,000. The last regular road delivery of food was on 26 May, according to the UN. President Vladimir Putin told Pope Leo the day before that he would cooperate on supplies. The Kremlin acknowledged problems with food and medicine in September. Local prosecutors said aerial bombs on Kherson, on the opposite bank, killed an ambulance driver and wounded 40 people.
Treasury Secretary Scott Bessent tied the figures to the past year and to Vice President JD Vance's 15 October pledge on fraud. Do Not Pay, the Bureau of the Fiscal Service screen against death and exclusion lists before a disbursement, now reaches 99 percent of federal programs. Congress created that screen in the Improper Payments Elimination and Recovery Improvement Act of 2012. The same accounting says Treasury returned over $100 million to U.S. victims and ordered an audit of about $9 billion in Treasury contracts. It also lists targeted measures in Minnesota, sanctions on overseas scam networks and cartels, and confidential whistleblower tips that pay cash rewards. Treasury and the IRS have proposed stronger eligibility checks for the premium tax credit.
The model card is dated 17 October 2026. This is a minor update of V4.1-Flash, which shipped about 10 September under the MIT license. Hugging Face lists 763 billion parameters, a 1 million token context, temperature 1.0, top_p 1.0, and a floor of 256,000 max tokens, with tensors in BF16, F32, FP8, and int8. On the card, HLE without tools is 42.6, and 44.0 on the second column, beside 36.8 and 39.1 for the prior Flash. Terminal-Bench 4.0 is 42.3 beside 31.2. DeepSWE v1.1 is 77.0 beside 74.2, above the 74.0 the card lists for Claude Opus 5 and the 73.0 it lists for GPT-5.6 Sol. ProgramBench is 29.1 beside 20.3. NL2Repo is 68.2 beside 65.4. Automation-Bench is 60.5 beside 54.8. Agents' Last Exam is 35.4 beside 31.8. PC Watch and ai.rs describe a 552 billion mixture-of-experts backbone plus 196 billion parameters of Engram conditional memory. The Hugging Face weight sum near 763 billion includes a speculative decoder of about 14 billion and a vision encoder of about 0.5 billion. Active parameters are about 8 billion in prefill and 16 billion in decode, across 40 layers, 384 routed experts, 6 active plus 1 shared, and a hidden size of 5120, with Engram at layers 1 and 14. The API name is deepseek-flash, and the previous name deepseek-v4-flash routes to it at the same price. Search and Fetch are open at $0.75 per 1,000 calls. Server-side tool calls from the harness, Claude Code, and Codex stay free until billing starts at 16:00 UTC on 31 October 2026. Weights are on Hugging Face and ModelScope. Training used reinforcement learning with self-feedback on end-to-end projects.
Samson Mow is chief executive of JAN3 and of Aqua. Liquid is Blockstream's federated sidechain, and L-BTC is the coin pegged to bitcoin. On 11 October, The Defiant and CryptoBriefing put the gap near 603 BTC and reserve coverage near 86 percent, with peg-outs frozen. White-hat returns were about 3,400 BTC by 7 September. The federation's signing keys and SideSwap's Peg-out Authorization Key stayed intact. Block production resumed on 10 September 2026. A restart is tied to full 1:1 backing, Elements upgrades, completed audits, and keys in cold storage. Adam Back said the 1:1 peg will be covered. An external security audit is part of the peg-out restore. Aqua keeps Indra swaps on JAN3's own liquidity, and the Indra limit is rising to 250,000 sats per swap, which is 0.0025 BTC, about $204 at the roughly $81,500 spot cited the same day. Six hundred bitcoin is about $49 million at that price.
Justice Minister Akın Gürlek said on 17 October that Heart, whose legal name is Richard James Schueler, was detained on 14 October in Beşiktaş with his wife, and that three bodyguards were detained later. The Istanbul chief prosecutor worked with police financial-crimes and intelligence units and with the National Intelligence Organization. Officers searched 15 addresses in Beşiktaş, Üsküdar, and Sarıyer. TokenPost adds 29 phones, 12 laptops, 11 computer cases, 19 storage drives, and 46 USB drives. Gürlek tied the Interpol Red Notice to alleged crypto fraud of about $1 billion with links to the United States and Finland. Finland has sought him for aggravated tax fraud. A U.S. federal judge dismissed the SEC case in February 2025 for lack of personal jurisdiction. Heart launched the Ethereum token HEX in 2019. HEX fell about 14 percent in 24 hours on CoinGecko, The Block reported.
The preprint is Han, Namsrai, Chimedtseren, and colleagues, bioRxiv, doi 10.64898/2026.10.07.756990, posted about 7 October 2026. Erik B. Finger of the University of Minnesota is the corresponding author. The kidneys are about 100 times the size of kidneys the group had nanowarmed before. The method adds a cryoprotectant and multithermic perfusion, then controlled cooling with annealing and staged volumetric electromagnetic nanowarming. On normothermic perfusion the rewarmed kidneys showed vascular, metabolic, and excretory function, with limited histological injury, and they reperfused evenly. Recovery approached static cold storage and matched kidneys that received the cryoprotectant alone. The University of Minnesota owns the patents. The paper is Maroto-Serrat, Rabadan-Ros, and colleagues, Communications Biology, published 5 October 2026, doi 10.1038/s42003-026-11116-9, open access. The title is AAV-mediated inducible expression of OSK and OSKM ameliorates acute ischemic and chronic steatotic liver disease. Cristina Maroto-Serrat and Ruben Rabadan-Ros are equal contributors. Joint supervisors are Yosu Luque, Carmen Peralta, and Josep M. Campistol, at IDIBAPS, Hospital Clinic Barcelona, and UCAM Murcia. The animals were male Wistar rats, given a doxycycline-inducible AAV with weekly induction. In healthy rats, short-term OSKM produced no liver tumors through 12 weeks. In warm hepatic ischemia, both OSKM and OSK reduced damage. In MASH without cirrhosis, OSKM worsened injury and fibrosis, induced tumors, and cut survival. In the 10-week MASH experiment and the 24-week MASH-cirrhosis experiment, the OSK arms had no associated tumors. In the cirrhosis model, OSK raised plasma insulin while glucose tolerance improved. David Sinclair, cofounder and chairman of Life Biosciences, is reporting the paper. Life Biosciences is developing ER-300 for liver disease. Partial funding came from Altos Labs, Fundación Séneca 22524/JLI/24, Ministerio awards PID2023-147560OA-IOO and PID2024-155529OB-I00, the ERDF, and UCAM. The preprint is Hesse, Lanfranchi, and colleagues, bioRxiv, 15 October 2026, doi 10.64898/2026.10.15.759299. The title is Rapid alternation of conscious and suppressed stimulus representations in the primate brain. Janis K. Hesse is at UC Berkeley, Frank F. Lanfranchi at Stanford, Conor McGrory at Princeton, Yuelin Shi at UCSF, Tatiana A. Engel at Princeton, and Doris Y. Tsao at UC Berkeley. The recordings are Neuropixels across face patches in inferotemporal cortex and in prefrontal cortex during binocular flash suppression. During conscious micro-epochs a signal allowed reconstruction of the conscious image. During suppressed micro-epochs the signal tracked the suppressed image. Feature tuning was stronger during the conscious micro-epochs. Prefrontal recordings were qualitatively similar. The authors conclude that conscious access requires temporal selection. The manuscript is a preprint. Funders are HHMI and NIH awards 1R01NS138157-01 and T32MH065214. The authors declare no competing interests. The license is CC-BY.
The figures are the September reading from the China Automotive Battery Innovation Alliance. Battery energy storage exports were 15.6 gigawatt-hours, up 71.4 percent from a year earlier. Lithium iron phosphate auto-battery exports were up 120.7 percent from a year earlier.
The China Passenger Car Association put new-energy penetration at 67 percent, the highest month on its record, with sales above 1 million in three of the past four months. The average new-energy battery was 69.9 kilowatt-hours, up 27 percent from a year earlier. Vehicles with a stated range of 800 kilometers or more were 3.8 percent of sales. The average install was 63.8 kilowatt-hours in passenger battery-electric cars and 43 kilowatt-hours in extended-range and plug-in hybrids. Retail counts were 247,000 for BYD, with 174,000 exported, 177,000 for Geely, 86,000 for Chery, and 82,000 for ChangAn, and every other maker under 80,000. Domestic sedans were down 38 percent, MPVs down 31 percent, and SUVs down 19 percent from a year earlier, and exports were up. Battery-electric sales were down 8.5 percent, plug-in hybrids down 35.7 percent, and extended-range vehicles down 17.3 percent. The BYD export count reads as inventory placed in overseas stores ahead of the fourth quarter.
The change would amend the customs law and a cabinet order. An expert-panel draft is due in November, with text by year-end, and the framework could start as early as fiscal 2027. Customs could require the supplier's name, address, and chain of custody, and missing records would mean no export permit. Recognized imports in 2025 were 10 tons and exports were 228 tons. Japan's consumption tax on gold is 10 percent. The pattern under review is gold brought in outside the tax, sold at a tax-inclusive price, and exported for a refund. Gold exports in fiscal 2025 were about 4.08 trillion yen. Serial-number checks began in August 2026. Finance Minister Satsuki Katayama ordered tighter checks in November 2025.
Evercore is the investment bank. The window runs from 1 January through 30 September 2026. The 2025 tally had more deals at a lower total. Eli Lilly accounts for 13 deals and about $33 billion. Autoimmune disease accounts for 18 deals and oncology for 12. Phase 2 assets are 30 percent of the deals. Deals between $1 billion and $5 billion are 42 percent of the value.
The department announced the award on 14 October 2026 under the Advanced Reactor Demonstration Program. The October notice names Southern Company, Idaho National Laboratory, and CORE POWER. The experiment is aimed at the first fast-spectrum molten chloride reactor to reach criticality. It is being built in the Zero Power Physics Reactor cell at the Materials and Fuels Complex. The design needs 72 to 75 batches of fuel salt. Production started in 2020. In 2024 the team reached a 95 percent conversion from uranium metal to chloride and completed a batch in one day. CORE POWER chief executive Mikal Bøe said the company committed in 2020, and the commercial use the company describes is ships. A December 2025 Idaho National Laboratory account listed TerraPower beside Southern Company and CORE POWER.
He split that cost about evenly between mining-hardware capital and electricity, about $46,850 each. The gap to spot is about $12,200, near 13 percent. He said the cost of AI inference is almost entirely compute capital. After the April 2024 halving the subsidy is 3.125 bitcoin per block, so $93,700 times 3.125 is about $293,000 of cost on each block's subsidy before fees.
The fit uses a Huber loss of 1e-3, Approach 3 in Hoffmann and colleagues, the Chinchilla paper of 2022. An L2 fit produced an irreducible loss near 0.65. The published curve uses an irreducible loss near 0.695. The published parameters have a higher root-mean-square error than the L2 fit, and a later Huber pass matched them. MAI-Base-2 is a mixture-of-experts model with 80 billion active parameters and 2.8 trillion in total.
Half of about 343 meters per second at sea level is about 171 meters per second, near 380 miles per hour. Tesla showed the Roadster prototype in November 2017 and claimed a 0 to 60 mile-per-hour time of 1.9 seconds and a top speed above 250 miles per hour. Evel Knievel's Skycycle attempt at the Snake River Canyon was on 8 September 1974.
The view also shows institution exposure and concentration. The 2026 third-quarter file is still coming in, so the figures are incomplete. Form 13F is the quarterly equity report for institutional investment managers with at least $100 million under management, and it is due within 45 days of quarter-end. The third quarter of 2026 ended on 30 September, so that deadline is 14 November 2026.
