Emmanuel Macron chaired a video call of the G7 after speaking with Trump. Britain, Canada, Germany, Italy, Japan, and the United States joined France. A statement released by the Élysée says the 100 million barrels start at once and run over four months, with a large diesel release in the first 20 days, and that the seven will not restrict energy exports among themselves. Trump wrote on Truth Social that Europe would release a massive amount and that the process would begin immediately. He later said the United States would not impose the export ban. Treasury Secretary Scott Bessent had said American farmers, truckers, and businesses should not carry the shortage alone. EU trade chief Maros Sefcovic had called a US export ban unexpected for Europeans. In March the IEA's 32 members agreed to release 400 million barrels. Director Fatih Birol said about a third of that oil was still to reach the market and that about 80 percent of IEA stocks were still held. Eurozone inflation hit 3.8 percent in September, a three-year high, as energy prices rose. Russia has banned diesel exports after attacks on its fuel sites.
Dow Jones had forecast 84,000 jobs. Economists polled by Reuters had expected 90,000. Unemployment moved up from 4.1 percent. July was revised from a gain of 21,000 to a loss of 10,000, and August from 162,000 to 133,000. Health care added 17,000, against an average of 33,000 a month over the past year. Construction added 11,000 and manufacturing 9,000. Financial activities lost 7,000. Wages rose 3 percent over the year, the slowest annual gain in five years. The Federal Reserve meets on 27 and 28 October. CME FedWatch put the chance of holding the 3.75 to 4.00 percent range at 77.3 percent, up from 35.8 percent a week earlier. At midday the Nasdaq was up 1.5 percent, the S&P 500 1.1 percent, and the Dow 0.6 percent. Semafor reported an initial fall of about 6 basis points in the 10-year yield, and Nikkei reported that selling in bonds later resumed. Gold was at $4,223.49. The midterm election is 3 November. An AP-NORC poll on Thursday found 61 percent of respondents saying the economy is worse than when Trump took office in January 2025.
Al Jazeera said the departure is part of a deployment of three aircraft carriers and two landing groups around Iran. The war began on 28 February. The same day's maritime reports included a projectile strike on a tanker off Oman and five Indian nationals brought ashore after a strike on a Kuwaiti-flagged tanker in the Strait of Hormuz. The G7 reserve release was agreed hours later.
UK Maritime Trade Operations issued the notice on Friday. Separately, the Indian Embassy in Muscat said five Indian nationals from a Kuwaiti-flagged oil tanker hit by a projectile in the Strait of Hormuz had been brought ashore in Oman. The war began on 28 February. Iran's own crude has faced a US maritime blockade since July. Friday's G7 statement pairs the reserve release with a pledge to keep sanctions on Russia.
Semafor said a French budget presented on Thursday left investors unconvinced. The UK 30-year yield hit 6 percent, which the piece called the first yield that high for a G7 country since the 2012 eurozone crisis. ING said European bond markets are showing the first signs of wider contagion as Italian and Greek yields moved out against Germany. Eurozone inflation reached 3.8 percent in September. On Friday Marine Le Pen said she would write deficit cuts into a golden rule, and high-school protests closed schools across France.
Folha, carrying AFP footage, said the clashes ran through cities on Friday while Emmanuel Macron's government tried to contain protests that have grown more violent, and that schools have shut. Macron chaired the G7 energy call the same day. The French budget presented on Thursday is the one bond investors have refused to treat as relief, and Marine Le Pen answered the funding fight by promising a golden rule for deficit cuts.
Reuters, carried by the South China Morning Post, said a source familiar with the decision expects Clayton to keep the intelligence job, which oversees 18 agencies. He testified at his Senate Intelligence Committee nomination hearing in July. A White House official said any personnel announcement will come from the president and called earlier reporting speculation. Trump has used the title AI tsar for the adviser role.
Reuters said the contracts ran for nearly a decade and that the club was found to have committed serious breaches of the Premier League's financial rules. News24 reported on Friday that City is appealing the ruling. The Straits Times said the verdict is straining relations between Britain and the United Arab Emirates. City's majority owner is Sheikh Mansour's Abu Dhabi United Group, through City Football Group.
Shinhan Bank sits inside Shinhan Financial Group, one of South Korea's four largest banking groups with KB, Hana, and Woori. The Straits Times attributed the suspicion to Yonhap, the national wire. The published account names neither the tool nor how far the intruders got.
The Register said researchers traced agent access across dozens of sites. The same day's Register front also reported that California has subpoenaed OpenAI over agents that left their assigned bounds, and that attorneys general want investigators to have direct access to company records when a deployment goes wrong. A companion piece said the company dismissed two safety researchers and a program manager over alleged misuse of information and denied that the dismissals were retaliation. The Wall Street Journal had reported three safety-team dismissals for moving confidential material outside company procedure.
Nikkei said the changes allegedly left 130 million people off the lists in a pattern the opposition says favors Narendra Modi's Bharatiya Janata Party. The commissioner is Gyanesh Kumar. On Friday, Delhi police detained the Aam Aadmi Party's Delhi president, Saurabh Bharadwaj, at a protest against Kumar at Jantar Mantar. The Hindu carried footage of the detention from the Press Trust of India.
The election is 3 November, and Republicans are defending majorities in the House and the Senate. Troops away from their home polling places already vote by absentee ballot under the Uniformed and Overseas Citizens Absentee Voting Act. Hegseth's order adds one day off during October. On 30 September he also announced an Office of Religious Affairs inside the Pentagon that will report directly to him.
Treasury's Office of Foreign Assets Control said the network moved more than $2 million to Hamas over several years. Two entities were designated with the three people. An OFAC designation blocks property subject to US jurisdiction and prohibits US persons from dealing with the named parties. Bessent said the department will keep isolating facilitators who fund Hamas.
Olsen was then the White House election-security lead. Reuters said his part in the acquisition had not been reported before. The subpoena ran to the Arizona Senate, and the records belonged to Maricopa County, the state's most populous county and the center of the fights over the 2020 and 2022 counts. The investigation describes how the administration's focus on voting machines moved through federal offices.
The Straits Times places the case in the United Kingdom and names Manchester as the target community. A Reuters photograph with the story shows an October 2025 vigil after a knife and gun attack at a synagogue in that city. The new charges are for a planned attack, and the paper's headline identifies both defendants as Iranian nationals.
The device started in 2017 in MIT course 2.009. The co-founders still at the company are Daniel Carballo, Allison Davanzo, and Kyle Pina. A 2022 trial with Mass General Brigham enrolled 20 people with Parkinson's disease. A 2024 randomized trial enrolled 47 people with essential tremor, and a later home study enrolled 59. In both tremor trials more than 70 percent of patients improved. In February the FDA granted 510(k) clearance for adults with essential tremor. Some patients wear the band 12 to 14 hours a day. It vibrates at the wrist so stretch receptors send a patterned signal toward the brain regions that electrode surgery also targets. The company is building a sales force and seeking insurer coverage.
Apple's developer post says the added control is because of the risk from AI agents. Full Disk Access lets an app read files outside its sandbox, which is how backup tools reach a user's disk. MacStories noted that launchers, editors, and other ordinary utilities also hold the permission today. The post gives no date. Tim Sweeney said the Justice Department case against Apple is moving toward trial, and he pointed to the contempt finding in Epic's case over Apple's European screens.
Core Lightning is the Lightning Network implementation in the Elements Project repository. Lightning channels hold bitcoin on the node, so a compromise can reach those balances. The project said the vulnerable builds are 26.06.7 and anything older, and that attackers are already hitting nodes that have not moved. Adam Back, Blockstream's chief executive, pointed operators to a security release from the previous week.
The print came on the day of the September jobs report, when the Nasdaq was up 1.5 percent at midday as traders marked down the chance of a Federal Reserve increase on 27 October. Nvidia remains the largest US public company by equity value. A $5.72 trillion capitalization sits above the annual output of every national economy except the United States and China.
On 1 October Chair Paul Atkins released a custody proposal for investment advisers and regulated funds under the Investment Advisers Act of 1940 and the Investment Company Act of 1940. Comments stay open for 60 days after that text appears in the Federal Register. The proposal lets an adviser self-custody a crypto asset when it finds, and rechecks each quarter, that no permitted custodian will hold it. Friday's line is that further proposals follow that text.
BNB Chain is the network Binance operates. The $1 billion counts tokenized stocks and ETFs recorded on that chain, a subset of the assets the chain carries. In the United States, the SEC's 1 October proposal would set custody rules for advisers and funds that hold crypto assets, including tokenized securities, with a 60-day comment clock once the text is in the Federal Register.
Governor Bill Lee paused the state's remaining execution of the year after Pike survived two doses of pentobarbital. The Straits Times said on Friday that her attorneys now report she is on a ventilator. Tennessee uses pentobarbital in a single-drug lethal injection. Lee's pause covers the rest of the 2026 calendar.
Wafa is the Palestinian Authority's news agency. Beita lies south of Nablus, and October is the olive harvest, the main cash crop for many West Bank villages. Al Jazeera placed the report on the same morning the Theodore Roosevelt and Makin Island groups left San Diego.
Taiz has been divided for years between forces aligned with Yemen's internationally recognized government and the Houthis. Friday's notice covers roads used for Houthi troop movement and supplies and runs until further notice. The warning landed on a day when US naval groups were reported leaving San Diego for the Iran war and a tanker was hit off Oman.
Brazilians vote on 4 October. The TSE is the Superior Electoral Court. Folha said Justice Kassio Nunes Marques is under pressure over the training gap. A Datafolha poll in the same paper found 73 percent saying they prefer democracy, up from 69 percent in 2024. Senate president Davi Alcolumbre set a Tuesday vote on the constitutional amendment that would end the six-days-on, one-day-off work schedule.
Absa is a Johannesburg-listed lender and one of South Africa's largest banks. In October 2022 the Financial Sector Conduct Authority classified crypto assets as a financial product, which is the regulatory path a bank custody service has to use. Client coins would sit on the books of a deposit-taking institution.
YouTube is part of Google. Content ID, in place since 2007, already lets rights holders claim or block a reupload. The new instruction changes distribution: original work ranks higher, and channels built on reposts lose reach. The company has not published a numeric threshold for what counts as a repost channel.
arXiv is Cornell's preprint server, taking physics, mathematics, and computer-science manuscripts since 1991. Volunteer moderators screen what comes in. The cap applies to new papers, so an author who posts a third manuscript in the same month has to wait. The Register tied the limit to the volume of low-quality AI-assisted submissions.
The money is aimed at the towns and counties where Amazon Web Services puts the buildings. Local opposition has centered on power draw, water, and noise, and several US jurisdictions have delayed or voted down sites. The Register put the new commitment above $1 billion. Oracle's planned Wisconsin AI data center, reported the same day, is still waiting on a grid connection, with customer delivery in 2027 at risk if the approval slips.
