Trump wrote on Truth Social that a call with Vladimir Putin set an immediate 300,000 metric tons, another 500,000 tons in November, 1 million tons after that, and 3 million more depending on the condition of Russian refineries. AAA put the US diesel price at $6.28 a gallon on Thursday. The Treasury general license allows the sale, supply, unloading, and import of Russian diesel until 7 April 2027. The 3 November midterms decide control of Congress. Zelensky called the decision weak and said gifts to Putin would be answered with more attacks. Putin's envoy Kirill Dmitriev praised the energy cooperation. Oil researcher Rory Johnston called the first 300,000 tons too small to move the price. Steve Witkoff and Jared Kushner were in Miami the same day meeting Ukrainian officials.
Pillay is 85. She was the first woman to open a law practice in Natal in 1967 and the first non-white woman appointed to South Africa's High Court. She sat on the Rwanda tribunal, including four years as its president, was an ICC judge from 2003 to 2008, and then served as UN High Commissioner for Human Rights. From 2021 to 2025 she chaired the UN commission of inquiry on the Occupied Palestinian Territory, whose report concluded that Israel committed genocide in Gaza. She is South Africa's fifth peace laureate, after Nelson Mandela and Desmond Tutu among others. She was at a conference in Nuremberg when the prize was announced. Hours later Secretary of State Marco Rubio sanctioned the ICC itself and said the United States would ban transactions with the court. The Treasury gave companies six months to wind down. Committee chair Jørgen Watne Frydnes said the prize marks work to see war crimes, crimes against humanity, and genocide prosecuted.
The White House memorandum is dated 7 October. It cites 12 U.S.C. 242 and Trump v. Cook, 146 S. Ct. 2234 (2026). In June the Supreme Court held 5-4 that an earlier attempt to fire Cook failed because she had no chance to answer first. The three members are Kevin Hassett, assistant to the president for economic policy; Andrea Lucas, chair of the Equal Employment Opportunity Commission; and Keith Sonderling, Labor Secretary and acting director of the Office of Government Ethics. The hearing at the White House is closed to the public and will be transcribed. Cook may file a written statement by 10 November. Her lawyers, Abbe Lowell and Norm Eisen, said an objective hearing would leave no basis to remove her. She has not been charged. The allegations concern 2021 mortgage applications on two homes, each listed as a primary residence. Cook joined the Board in 2022. A removal would open one of the seven Board seats. The hearing falls two days after the midterms.
Šefčovič and Commerce Minister Wang Wentao met in Beijing on 8 and 9 October. He told reporters the understanding could keep several million hybrid and plug-in hybrid cars off the path expected with no deal. China's published text calls it an understanding consistent with WTO rules and gives no fraction. The same talks cover lower Chinese duties on about €4 billion of EU goods, including car parts, olive oil, and footwear, which he put at €225 million or more in duty savings, and a faster license channel for rare earths and permanent magnets. He will take the package to Commission President Ursula von der Leyen and to EU leaders at a summit in Brussels next Thursday. The goods gap with China is running above €1 billion a day.
The IRGC Navy described NV Sunshine as a large liquefied petroleum gas carrier owned by NatWit, also reported as Vietnam's Nhat Viet Transportation. The ship is a 2007-built vessel of about 54,000 deadweight tons. The statement, carried by Sepah News and Tasnim, said the ship was on a southern route and then caught fire in the engine room and propulsion system. The same note said ships on unauthorized routes will be pursued across the region. UK Maritime Trade Operations reported a separate projectile strike at 10:00 GMT on Friday, 13 nautical miles west of Al Jazeera in the United Arab Emirates. That ship was later identified as the crude tanker GEM NO.2, and that fire was put out. The two reports name different ships. Iran has required its own permission for Hormuz transit since the war that opened with strikes in February.
Bloomberg reported the figure. The Financial Times had described OpenAI as missing an earlier revenue path, which had fed doubt about demand for the largest models and about the data-center buildout priced off that demand. In the same week Samsung estimated that its third-quarter profit rose nearly ninefold, and Goldman Sachs raised its growth forecast for Taiwan.
Bloomberg put the revision at about 40 percent above the original plan for the year. Budget documents cited by MarketScreener show 2027 military spending raised 27 percent, with a similar sum expected that year. A Meduza analyst said the state can fund the war by issuing money. A Carnegie scholar wrote that the open question is which households and firms pay, and how publicly.
Decision-1 is in public preview in Microsoft Foundry. Microsoft post-trained Alibaba's Qwen3.5-9B to score a fixed set of answers in one pass, on inputs up to 32,000 tokens, and to return a probability for each option. The posted price is $0.042 per million input tokens, with output tokens free. On Microsoft's suite of 36 benchmarks and nearly 150,000 questions kept out of training, the company said the model was the most accurate and the fastest: 4.5 times the speed of Quyet-1.0-Large and 35 times the speed of GPT-6 Sol. Xbox Research used it to sort more than 10,000 comments and reported quality in line with GPT-6 Sol at more than 14 times the speed and about 200 times lower cost. Microsoft said it will later rebase the model on its own MAI models and on OpenAI models.
The State Department totals the America First Global Health Strategy partnership at $2.49 billion. Foreign Minister Mulambo Haimbe said the health memorandum and a critical-minerals memorandum were signed apart, and the minerals deal is still open. Health Minister Roma Chilengi said the specimen-sharing clause is gone and that data sharing is limited to monitoring of US-funded programs. President Hakainde Hichilema, elected to a second five-year term in August, had refused the earlier demand for patient data and biological samples. Thirty-five countries have signed the strategy. Kenya's courts suspended its version. Zimbabwe lost US health aid in September. A Lancet Global Health paper this week found HIV testing down more than 60 percent at four providers in Uganda and Zimbabwe, and treatment down by about a third.
Ledger Support said Friday it is investigating losses among customers in Southeast Asia who bought from CryptoBilis, which Ledger lists for Malaysia, Indonesia, and the Philippines, and it asked the shop to pause sales and shipments. Buyers from the past 90 days were told to skip first-time setup. People who already set a device up were told to move coins to a new seed on a new signer. Ledger said the drained funds it has tied down are limited to that reseller, and it has not published a dollar total. On-chain investigator Specter traced inflows he put above $86 million across Ethereum, Tron, and Bitcoin. A later Bitquery count put $92.9 million across 311 wallets on five chains. Mark Karpelès posted photographs of a Ledger he said was implanted under intact shrink wrap and bought in Malaysia.
Reuters reported the Economy Ministry figures. The revision treats the Iran war as a smaller drag than the prior forecast assumed. France's 10-year bond yield has climbed to a high last seen decades ago. The euro has fallen through most of the past five weeks.
Statistics Canada's Labour Force Survey, released Friday, put the drop at 68,000, or 0.3 percent, after a loss of 42,000 in August. The unemployment rate moved from 6.4 percent to 6.5 percent, and the employment rate fell to 60.6 percent. Youth aged 15 to 24 lost 48,000 jobs. The public sector lost 70,000, including 35,000 in educational services, 23,000 in health care and social assistance, and about 13,000 in manufacturing. Quebec lost 49,000. Economists polled by Reuters had expected a gain of about 9,200. Employment is still 95,000 higher than a year earlier. The Bank of Canada's policy rate is 2.25 percent, and its next decision is 28 October.
Those elections are on 3 November. The war opened with strikes on Iran in February. A June memorandum of understanding stalled after attacks on ships in the Strait of Hormuz, and indirect talks on the sidelines of the UN General Assembly produced no settlement. The diesel license and the Beijing trade talks landed the same day as the pledge.
Semafor put last year's rate for that hire under $10 million and tied the jump to more crude moving through the Strait of Hormuz. Iranian forces have required their own permission for that passage since the war began in February, and shipowners have been using a southern route along the Omani side.
The paper ran on 2 October. Maximilian Diehn, Joseph Liao, and Ash Alizadeh share senior authorship, with Kevin J. Liu among the authors. The assay, uRARE-seq, reads cell-free RNA in urine and was developed with the VA Palo Alto system and Resero Bio. It was applied to 683 samples. In training, a model on 381 genes posted an area under the curve of 0.97. On 93 paired samples it flagged 89 cancers, 95.7 percent, while urine cytology flagged 32, 34.4 percent. A locked model on 142 pretreatment cancers and 140 controls matched the training result. In pretreatment urine from 114 patients, a score for BCG immunotherapy versus chemotherapy posted an area under the curve of 0.93.
Zenity Labs calls the chain AgentCorruption. Tamir Ishay Sharbat and Lana Salameh said a prompt could send the agent to the instance metadata service, collect temporary credentials, and then read private conversations, pull container images, and reach secrets in AWS Secrets Manager for every AgentCore agent in that account and region. They reported the metadata access on 25 December 2025. AWS called the report informative on 12 April 2026 and noted that AgentCore had used the hardened metadata service since 14 February. Zenity still found the broad default role on 22 June. A check on 29 September found those permissions removed. The firm presented the work at SecTor 2026 in Toronto on 8 October. AgentCore runs the agents in Firecracker microVMs.
AFP quoted sources on both sides. President Paul Kagame opened a bid two years ago, alongside the road cycling world championships and sponsorships of European football clubs. South Africa's sports minister, Gayton McKenzie, wrote that he was happy for Rwanda and pointed to 2030, and he is asking for a second African race. The last Formula 1 race on the continent was the 1993 South African Grand Prix at Kyalami.
The talk was on 9 October. The slides are at cr.yp.to/talks/2026.10.09/slides-djb-20261009-lattice-4x3.pdf. He counted papers on the IACR ePrint archive over the prior 365 days, set aside HAWK and other schemes, and kept the tally to conventional lattice problems. The first count was 35 papers. The talk uses 37.
On 6 October OpenAI released a Lean-checked manuscript it presented as a proof of Subhash Khot's 2002 unique-games conjecture, inside a drop that also held 376 other math results. Quanta reported that the unique-games manuscript went out without human editing and without outside review. Three days earlier, MIT's Dor Minzer, Yumou Fei, and Shuo Wang posted a 95-page draft that settles a 4-to-1 case of the same conjecture. The 77 percent figure is a count of the drop's manuscripts that carry no Lean certificate.
