Saudi Arabia's Energy Ministry said the 13 October strike caused no deaths or injuries. A company source told Reuters the top three floors of an office tower in the headquarters complex were damaged. The complex is an operations centre for rigs, pipelines, refineries, and export terminals. Civil Defense said fragments from two intercepted missiles in Riyadh injured four people, two women, a man, and a child, and damaged 15 homes. The coalition said fragments of an intercepted missile fell in a residential area of Dhahran. Houthi spokesman Yahya Saree had named the Dhahran headquarters and a Riyadh refinery as possible targets. On the evening of 13 October the coalition said it struck the Yemen Petroleum Company Sabah station on the edge of Sanaa. A 10 October strike on King Khalid International Airport in Riyadh killed 13 people, the deadliest attack in Saudi Arabia in a decade, and that airport has taken four strikes.
Treasury's headline total is more than $1.21 billion, and Bank of America is the second-largest bank in the United States. FinCEN's $1.2 billion penalty is the third-largest in Treasury history. It covers a failure to mitigate and report Chinese money-laundering networks and illicit finance along the southwest border. That figure credits the OCC's $750 million civil penalty, the largest in OCC history. OFAC settled apparent sanctions violations involving Iran, Russia, narcotics, and global terrorism for $11.6 million. The bank admits willful violations of the Bank Secrecy Act. It failed to report more than $5 billion in suspicious transactions on time, including more than $1 billion tied to national-security risks. A December 2024 OCC cease-and-desist order remains in force.
OFAC announced the designations on 13 October. Pablo Cesar Guajardo Alvarez, alias Takia, is the accused plaza boss in Nuevo Laredo and a former leader of the cartel's sicarios. Gamaliel Garza Garcia, who runs horse racing in the United States and Mexico, his son Gamaliel Garza Elias, and nine of their companies are on the list, covering a quarter-horse stable, construction, and fuel and gas. Club La Molienda, a racetrack, restaurant, and bar on the outskirts of Nuevo Laredo, is described as controlled by the cartel. Tamex, a Nuevo Laredo trucking company, is tied to two seized cocaine shipments totaling 52 kilograms hidden in trailer brake drums. Front companies spent $16 million on U.S. quarter-horse racing between 2008 and 2012 and laundered more than $22 million, and authorities seized 455 horses. The cartel was founded by Miguel Angel and Oscar Omar Trevino Morales, who were transferred to the United States in 2025. The United States has designated the cartel a foreign terrorist organization. Mexico's financial intelligence unit issued a notice the same day.
The exposure draft is the Online Safety Amendment (Digital Duty of Care) Bill 2026, released on 8 September 2026. It amends the Online Safety Act 2021. Sections 205G through 205K let the eSafety Commissioner and approved researchers use false identities, and subsection 205K lets the Commissioner generate material with an online service, including by artificial intelligence, when that is lawful. Communications Minister Anika Wells described those accounts as mystery shopping. Reset Tech and Deakin University reported 1,204 pieces of pro-eating-disorder material, and the platforms removed a fraction of them. A corporate breach of the duty can draw a civil penalty of up to $109.2 million. Greens leader David Shoebridge has asked for higher penalties and a private right to sue. The government is preparing a version in which Parliament as a whole decides what counts as harmful content.
The first action followed an Anthropic test model that submitted visa applications, according to a State Department spokesman. The statement is signed by Jay Clayton, Andrew Ferguson, Scott Kupor, and Emil Michael. The task force has not defined what counts as an incident, the deadline, the recipient, or the penalty. Anthropic contacted the task force about the incident and has published security episodes before.
Donjon confirmed the implant on 10 October in one signer. The fund-loss disclosure was 9 October, and every confirmed loss involves a CryptoBilis unit sold in Southeast Asia. The implant sits inside the enclosure. A microcontroller decodes the 24 words and sends them over LTE through a provisioned eSIM. The Secure Element and Ledger OS stay as Ledger shipped them. CryptoBilis has stopped selling Ledger signers. Ledger has not verified a drain from a signer bought somewhere else, and the loss totals circulating online are unverified. Joe Grand of Grand Idea Studio published a reverse-engineering note on this class of implant on 23 April 2026.
Mineral Europa is a 210,000-deadweight-ton Newcastlemax owned by Belgian group CMB.TECH. Qingdao Beihai Shipbuilding, part of China State Shipbuilding Corporation, handed the ship over on 9 October. The bunkering ship was Shenghang Yongle, a converted 5,500-cubic-metre vessel with a China Classification Society certificate. The fuel came from China Energy Engineering Corporation's Songyuan Hydrogen Energy Industrial Park in Jilin. The main engine is a WinGD X72DF-A. CMB.TECH's fleet plan covers 21 ammonia-powered ships through 2029, and Alexander Saverys is the chief executive. Fortescue has chartered the ship.
Pat Pataranutaporn and Pattie Maes lead the Advancing Humans with AI program at the MIT Media Lab. The partners are the USC Marshall Neely Center, UC Berkeley Haas, and the Psychology of Technology Institute. The first release covers more than 800 metrics and 26 benchmarks, shown as AI Nutrition Labels. The public site compares 10 models across 48,540 simulated conversations. A 13 October write-up of the results said learning and skill development was the weakest area. Models showed a desired behavior in 68.7 percent of evaluations and avoided an undesired behavior in 53.1 percent. The Media Lab write-up is dated 18 September, and the press release is dated 7 October. The site is impactbench.media.mit.edu.
Those shares are about 676,000 Nvidia chips and about 570,000 Huawei chips. The same estimate puts Alibaba's T-Head at 133,000, Cambricon at 92,000, Baidu's Kunlunxin at 85,000, Hygon at 69,000, Moore Threads at 56,000, and MetaX at 26,000. The note expects 4.5 million to 5 million chips for the full year.
D. H. Lehmer asked in 1932 whether a composite number can pass the same totient test that every prime passes, where the count of integers below it that share no factor with it divides one less than the number. The problem remains unsolved. The certified floor for a counterexample is now 10^50, up from 10^26. Jean-François Bouchaudy confirmed the Hebern 5-rotor Problem 8 and the Kryha v2 Problem 5 and listed the solver. The project also recorded seven degree-diameter graphs, the largest with 13,365 vertices against a table mark of 11,785, a matrix multiplication cut from 2,223 multiplications to 2,180, and 30 codes past A. E. Brouwer's tables. Results that depended on a bot-filter bypass were withdrawn. The repository is github.com/elder-plinius/V3R1T4S.
The paper is arXiv:2609.32015, submitted on 25 September 2026. The three hashes are a nullifier, a degriefer, and a commitment. The degriefer is one hash of the nullifier, the secret key, and the transaction, so the chain stores no signature. The authors formalised the protocol in Lean 4 and proved value preservation and spendability. Shielded CSV runs on top of Bitcoin and records about 64 bytes. Compact records 96 bytes. The paper leaves chain reorganisations for later work. Shielded CSV spends a large part of its text on reorganisations.
The current pre-order batch ships in November. The pre-built option loads Fedora 44 with KDE Plasma. Framework recommends kernel 7.1 or newer because Core Series 3 and the BE213 Wi-Fi 7 module are new. Ubuntu 26.04 ships Linux 7.0, so that Wi-Fi needs a newer kernel. Phoronix's 13 October review unit is a Core 7 350, with 2 performance cores and 4 low-power cores, a 4.8 GHz peak, a 15-watt base, and a 35-watt turbo, on Intel 18A. The review lists a Core 3 304 and a Core 5 230 beside it. The unit has a single 32 GB DDR5-5600 module and a 500 GB WD_BLACK SN770M. Tom's Guide named it an Editors' Choice and lists a 12.2-inch 1920 by 1200 touch screen. Fingerprint and backlit keyboard modules are aimed at the Marketplace by the end of the year.
The SDK replays motion, drives a VR headset, and runs a trained policy. Asimov Edge checks commands and shares control with a gamepad. The camera, microphone, and speaker are exposed through the same interface. The repository is github.com/menloresearch/menlo-sdk. The first repository announcement was on 12 October.
The app uses Nostr for messages and Iroh for audio and video calls. It is built with Svelte and Tauri for the web, desktop, and mobile. Messages stay in IndexedDB on the device, and the app has no server of its own. A browser sign-in with a private key stores that key in localStorage. Uploaded media is not encrypted by this client. iPhone builds are paused. The repository is github.com/lnbits/anagram, with 538 commits, and the release-candidate tags remain drafts.
The project site calls Loom a coding agent harness on the BEAM. The site itself is a single-page app compiled from Gleam to JavaScript. Osuntokun is chief technology officer of Lightning Labs. The repository is github.com/Roasbeef/loom.
