Blast published the letter on 24 October. It is dated 22 October and addressed to Christel Heydemann at Orange, Benoît Torloting at Bouygues Telecom, Thomas Reynaud at Iliad, which owns Free, and Arthur Dreyfuss at Altice France, which owns SFR. Lecornu wrote that he wants the ability to suspend those services for a few hours if urban violence repeats, and he told the companies to prepare the technical work so a cut could follow an instruction the same day. The letter names the weekend of 24 and 25 October and cites the protests of 17 and 18 October. The method described is DNS filtering of the app names, aimed at mobile data, with fixed-line access kept where the operators can keep it. Blast reports that X was added after the letter went out. In 2024 the Conseil d'État annulled a TikTok block in New Caledonia. Saturday's published accounts of the letter describe that preparation request.
SomberNight published advisory GHSA-6jp4-8v48-cc5v on 24 October. Every version before 4.8.3 is affected. The git tag is 23 October and the binaries shipped on 24 October. A malicious server can swallow the user's transaction and show an unconfirmed replacement whose outputs pay the attacker. Older clients displayed that replacement before checking its signatures. A manual replace-by-fee bump then signs the attacker's transaction. Both user reports used a destination matching the last four characters of the address the user meant to pay. The first private report was 11 October. The 18 October report said the user lost money. Commit 90fe308 checks signatures on inputs that spend the wallet's own coins before a mempool transaction enters local history. A wallet pointed at a server the user runs stays outside this path. The advisory says some servers are already carrying the attack out. The Windows Defender warning on ZXing.dll in this release is a false positive.
An unclassified memo dated 23 October, from Director of National Intelligence Jay Clayton to Secretary of State Marco Rubio, says Iran has substantially increased efforts to target U.S. personnel and that lethal plotting has reached advanced stages in the Middle East and in some other countries. CNN reported the staffing moves on 24 October. The State Department ordered non-emergency personnel and all family members to leave Saudi Arabia after Houthi attacks. A State Department official told CNN that Lebanon, the United Arab Emirates, Qatar, and Jordan will see temporary staffing changes under restricted operations, and that Kuwait and Bahrain stay as they are. Many of the people leaving had come back after the Iran war. A 22 October report put Brent at $110.11 after the Saudi departure order. One ICE futures table lists Friday's high at $117.41 and the close at $116.91.
LOY-002 is Loyal's beef-flavored prescription pill for dogs aged 10 and older that weigh more than 14 pounds. In February 2025 the FDA said the drug was likely to be effective, and the agency has since accepted the target-animal-safety technical section. Those are two of the three major sections on the conditional-approval path. The manufacturing section is the one still ahead, and Loyal has put that review in 2027. The STAY study closed enrollment in July 2025 with 1,300 dogs at 70 clinics in the United States. The safety package used field data from 400 of those dogs. Brennen McKenzie is Loyal's director of veterinary medicine. Celine Halioua founded the company in 2019. Loyal has said an approval would be the FDA's first lifespan-extension drug in any species.
The government notice is dated 23 October 2026. OpenAI's share is £100 million in compute and model credits, with trusted access through a Rosalind Biodefense programme. Anthropic's share is up to £100 million in model credits, trusted access, and technical support. Google DeepMind and Basecamp Research are research partners. DeepMind's part is joint work and possible access to Gemini and to science models. Basecamp Research is providing its biology models. AI minister Kanishka Narayan described the lab as a major new institution. Chancellor John Healey is due to add detail at the Budget. The BBC reported a further £120 million for the AI Security Institute, which opened in 2023. The Telegraph reported £65 million more for biosurveillance and medical countermeasures.
The signing was on 20 October 2026 at the Government Palace, with Education Minister Erick Sanjinés Chávez. The programme is Aula Conectada. The La Paz phase covers more than 73,000 students in 307 schools housed in 288 buildings. The education ministry said the link uses more than 3,000 satellites. Published antenna counts for the national order run from 4,500 to 4,700, with installation and 24 months of service included, after which the municipalities pay. EFE put the national target at 4,700. Paz has also described a wider rollout of more than 5,000 antennas through 2030. The pilot runs through 2027 and then moves from La Paz to Cochabamba and Santa Cruz.
The mission was Starlink Group 15-15. Liftoff was 3:48 p.m. Pacific on 23 October from Space Launch Complex 4-East. B1063 separated about two and a half minutes into the flight and landed on the droneship Of Course I Still Love You. It was that booster's 36th flight. The same booster launched NASA's DART mission in November 2021. Deployment was scheduled about 62 minutes after launch. The flight was the 71st from Vandenberg in 2026, matching the base's 2025 record. The next Vandenberg Falcon 9 on the public schedule is no earlier than 26 October, with another 27 Starlink satellites.
Google engineer Tarun Sahu replaced a linear search in memblock_add_range() and memblock_isolate_range() with a binary search. The patch is on the kernel list as 20260918002239.4024231-2-tarunsahu@google.com. The slow case shows up when Kernel Handover, which the Live Update Orchestrator uses, passes in a large set of disjoint folios. Mike Rapoport's Linux 7.4 pull is lore message 20261024112131.3384572-1-rppt@kernel.org. The commit text puts the worst case at O(N log N), and at O(N) when regions are appended in order. Memblock runs before the full page allocator starts.
The DRM pull also brings variable refresh rate and ALLM on HDMI for AMD, which is the condition for leaving Fixed Rate Link on. The HDMI Forum had blocked the open-source HDMI 2.1 work until earlier this year. The same pull adds UALink over Ethernet in AMDGPU, support for the Ryzen AI Max 400 NPU, sold as Gorgon Halo, Intel Xe CPU binds and ULLS on the migration queue, video-memory health checks, more Rust in NVIDIA's Nova driver, Adreno A830, A845, A850, and X2-85 in the MSM driver, and HDMI 2.0 work in the Rockchip driver. Intel's Crescent Island accelerator is now called the GPU D Series.
Pull 44324 landed in systemd git on 24 October, on the line that will become systemd 263. The core library stays in C. The Meson switch is -Drust= and the default is auto. A test program measured 32 KB in Rust and 20 KB in C. Existing C programs stay in C. The first Rust program in view is systemd-keyring-setup, which would enroll X.509 certificates into the kernel keyrings for dm-verity, fs-verity, and BPF during boot and then remove them. That program was still queued behind the build support. Rust components use C linkage.
Wild is a linker built for fast rebuilds on Linux. Release 0.11 widens GNU linker-script support far enough to start linking kernel modules, and the project says a full kernel link is close. The macOS port moved forward and remains off by default. The tag is github.com/wild-linker/wild release 0.11.0.
Andrew Morton sent the set and reported a reviewed rate of 76 percent. DAMON gains access monitoring for HugeTLB-backed memory and an auto-tuned path that collapses huge pages. Reading /proc/PID/smaps_rollup can take a per-VMA lock, which cuts the wait when another thread is changing mappings. Zone-device struct-page setup skips repeated work. Swap I/O picked up more folio conversions. The pull is in the kernel tree as lore message 20261019220030.056b79bf972b9d6a9c1aa931@linux-foundation.org.
The release moved the desktop session from Plasma 6.4 to 6.7 and refreshed the Arch base. It adds support for the Steam Frame wireless adapter, lower idle power on a Steam Deck when audio is idle, a bootloader update, WPA_Supplicant as the default Wi-Fi stack, preliminary hibernation, and stronger behavior as a virtual-machine guest. The stable notes are on the Steam store page for app 1675200.
The repository is github.com/alphafox02/s31-sdr, under Apache-2.0, copyright 2026 CEMAXECUTER LLC. The default build sends 10-bit samples at 20 million per second. The 8-bit build reaches 40 million per second, the rate that fits gigabit Ethernet at about 680 megabits per second. Both use VITA-49. Tuning runs from 2150 to 2850 MHz. An 8.5-hour run at 20 million samples per second received 1.7 billion packets, with one gap of 90 microseconds. The host driver is SoapyVITA49, which DragonOS already packages. The firmware needs ESP-IDF master and was last tested at commit 1c42e514 from 16 October 2026. The radio stays off every network. The board address is compiled in, and the stream goes to UDP port 4991.
The image adds GNU Radio Studio on the desktop, CyberEther 1.16 as a self-updating AppImage, OpenWebRX+ for reception in a browser, and gr-satellites with support for more than 100 satellites. SDR++, SDRangel, and JTDX are on the image. DragonOS is the SDR Linux distribution from the same author as the ESP32-S31 firmware, and that firmware's notes say the distribution already carries the SoapyVITA49 package the board uses.
The same series put the total at 3,676,985 BTC at 23:55 UTC on 19 October, a rise of 3,061 BTC by Friday night. That Monday note put the 30-day change at plus 12,657 BTC and the year-to-date change at plus 171,387 BTC. The count is coins the project attributes to centralized exchanges.
