Justice Cristiano Zanin issued the order on Sunday, 25 October. Polls had been set to close at 17:00 in Brasília, 20:00 GMT, and the new close is 19:00. He later limited the order to stations whose voting machines were still open. President Luiz Inácio Lula da Silva's campaign asked for the extension and cited public-transport limits in cities in Bahia. Senator Flávio Bolsonaro's campaign asked as well and cited heavy rain, including in São Paulo and Santa Catarina. The Superior Electoral Court then paused publication. A partial tally of 0.25 percent of sections, taken before the pause, showed Lula at 57.66 percent and Flávio Bolsonaro at 42.34 percent. Zanin was Lula's lawyer before he joined the court in 2023. In the first round earlier this month Flávio Bolsonaro led and finished short of a majority. The runoff is between the incumbent and Jair Bolsonaro's son.
Elon Musk said the package is primarily callable debt for graphics processors arriving in the first and second quarters of 2027, and that it is a small item for the current quarter. He credited SpaceX's investment-grade rating and revenue from Starlink and launches. The Business Times put SpaceX third-quarter revenue at $14.58 billion, up 161 percent from a year earlier, with capital spending nearly triple at $19.6 billion. Chief financial officer Bret Johnsen has put fourth-quarter capital spending at $35 billion to $40 billion. Reuters described Nebius and CoreWeave as neoclouds that rent GPU capacity mainly to technology customers. Musk wrote that he expects a lot of stranded compute in data centers that are only partly built, and that SpaceX will pass on buying neoclouds. He put the field at more than 200 companies, with a few of them still standing after a wave of failures and mergers.
Musk wrote on Saturday that the Ukrainian military had used the commercial service for offensive drone strikes and that SpaceX closed that use last week. He wrote that Starshield is a separate system and that the U.S. government decides how Starshield is used. Serhii Beskrestnov, a defense-technology adviser to President Volodymyr Zelensky, wrote on Telegram that commercial Starlink terminals in Ukraine have been capped at 70 to 90 km/h since February 2026 and have no service over Russia. Ukraine's defense ministry said on Saturday that links were stable again above 400 km/h. Zelensky said an earlier cap near 161 km/h had disrupted intercepts of jet-powered Shahed drones and that speeds had started coming back overnight. A source told Fox News that Ukraine's government arrangement for the service runs through 15 May 2027.
Keystone said it detected unauthorized access to its official site on 20 October and confirmed with Shopify on 23 October that the shipping data had been taken. The exposed fields are names, contact details, shipping addresses, and order lines with items and prices. Payment card numbers, bank details, recovery phrases, private keys, and wallet passwords stayed out of that set. The company said it blocked the access, fixed the hole, and is emailing the affected customers. It warned that strangers may pose as Keystone by phone, text, email, or mail and offer refunds or replacement devices. Keystone's support address is support@keyst.one, and the company says it does not ask anyone for a recovery phrase. Keystone sells air-gapped hardware wallets.
The vote was on 15 October. The bill is the Digitale Identitätengesetz, Bundestag document 21/7408, and it supplies the German rules for the EU Digital Identity Wallet. The state app is named d-you and is scheduled to open on 2 January 2027. Use is voluntary. The amended text lets the online identity function of the national ID card start at 13, down from 16, and it lets a person refuse to have a biometric photo placed in the wallet record. A coalition resolution asks the government to add the pseudonym function, which the amended eIDAS regulation requires. That function is absent from the January launch, and the resolution sets no date. Digital minister Karsten Wildberger has said the first uses begin in early 2027. The CDU/CSU and SPD voted for the bill. The AfD, the Greens, and the Left voted against it.
The Japanese government named him on 23 October as one of eight recipients for 2026. Emperor Naruhito is due to present the decoration on 3 November, Culture Day. The Order of Culture dates from 1937. Miyamoto received the Person of Cultural Merit award in 2019, the first time that honor went to a game developer. He joined Nintendo in 1977 and is a representative director and fellow. At the press conference he separated creation, the structure and the intent, from the labor of filling that structure in. He said the dangerous part is enjoying the labor so much that a person treats it as a finished work. He compared generative AI to the shift from hand tools to computers, when layout and intent became the part a designer still had to supply. Nintendo has not said whether it uses generative AI in game development.
Ellen R. Bradley and colleagues published the research letter online on 21 October 2026, doi 10.1001/jamapsychiatry.2026.2733. The parent study gave 12 adults, ages 40 to 75, with mild to moderate Parkinson's disease a 10 mg dose of oral synthetic psilocybin and then a 25 mg dose about two weeks later, with psychotherapy around the doses. Plasma came from nine of them. GDF-15 was lower than baseline one day after each dose. The standardized mean difference was about -0.65 after 10 mg and about -0.54 after 25 mg. The 30-day GDF-15 reading failed the significance test against baseline. A proinflammatory index, built from IL-6, IL-8, TNF-alpha, interferon gamma, and hsCRP, was lower at every follow-up, including 30 days after the 25 mg dose. IL-6 itself was significantly lower only on the day after the 10 mg dose. The trial is open-label and has no control arm. The mood and motor results sit in a 2025 Neuropsychopharmacology paper from the same group.
Tim Sweeney confirmed it on 25 October in a reply to developer Benji. In November 2025, answering the same question, Sweeney wrote that it was untrue that Unreal development was using those tools. Benji's point was about Steam's disclosure rules: a game built on a current engine would have to declare AI-written code, which he offered as a measure of how far those rules reach. Sweeney's November 2025 post argued that Valve had moved from hosting downloads into payments, price competition, crypto, and then AI disclosures, and that the disclosures feed campaigns to cut a game's sales. Epic makes Unreal Engine and Fortnite. Sunday's reply is the company's confirmation that the engine's own code is now written with AI tools.
Nscale had pledged about £2 billion for the Essex campus, billed as Britain's largest AI data centre. The plan called for 23,040 Nvidia GB300 GPUs and 50 megawatts of capacity, with room to grow to 90 megawatts, serving Microsoft Azure. The companies announced it in September 2025 during President Trump's visit, inside a Microsoft commitment of about $30 billion in Britain through 2028, of which about $15 billion was capital spending. The site was meant to have power by the end of 2026 and to open in early 2027. Grid officials told Nscale the connection would wait until the 2030s. The Telegraph reported the break first, on 18 October. Microsoft said the decision covers that one site and that the rest of the Nscale partnership continues. Nscale said it is looking for other power and for other British sites, and that joint work in Norway and elsewhere is unchanged. Nscale filed for a U.S. initial public offering last month.
Linus Torvalds merged the char/misc pull on Saturday. Greg Kroah-Hartman wrote in lore message atoUxtzD4KuaE363@kroah.com that the Rust driver is stable and will run on a few billion devices. Binder is the inter-process call layer Android uses between apps and system services. The C driver had grown hard to maintain across Android's history. The Rust driver, one of the first large Rust drivers in the kernel, has passed the C driver's feature set and has beaten it on some tests. Google's further Binder work stays on the Rust code. The same pull carries IIO sensor-driver updates and smaller fixes in other drivers.
The merge request is wayland-protocols 546, sent on 25 October. A privileged client can create a wl_output that the compositor removes when the client destroys the object, and that output is tied to no physical monitor. The pattern matches ext-transient-seat, which already lets remote software create a seat plus a virtual keyboard and pointer. Capture of the new output is meant to go through ext-image-copy-capture, the existing screen-copy protocol. A draft wlroots implementation is merge request 5490. Ser maintains large parts of the Wayland protocol set and the wlroots library.
Takashi Iwai of SUSE sent the pull, lore message 87ecdgc246.wl-tiwai@suse.de, and opened it by noting a continued flood of patches from AI tools and from bugs those tools found. The ALSA core picked up race fixes, the compression-offload path lost a buffer leak, and the JACK code received race fixes. Hardware support includes compressed playback on Sound Open Firmware IPC4 for Intel Tiger Lake and newer, and AMD ACP 7.0 and 7.F with SoundWire and a PDM controller for upcoming Ryzen Zen 6 machines. New codec drivers cover the ESS ES9039Q2M, the Nuvoton NAU83G60 amplifier, and the Senary SN624x SoundWire codec. Qualcomm gained a QAIF driver for the Shikra platform. Laptop quirks landed for Lenovo, ASUS, HP, Acer, HONOR, and MSI.
The merge landed on 24 October during the 7.4 window. On the new hardware, the pull enables Apple M4 T8132 ANS2 NVMe. On the old hardware, Denis Efremov of Oracle fixed a possible stack overflow in the floppy driver that the Kernel Address Sanitizer had reported, and he fixed a flag-handling regression left by a 2017 refactor. Cen Zhang reported data races in the same driver. Finn Thain of the m68k community sent 33 fixes for the SWIM driver, the floppy controller in older Macintoshes, after finding it too buggy to use. He tested the result on a Quadra 650, an LC III, a Quadra 700, and an IIvx.
AOMedia published the AV2 version 1.0 specification in May 2026. This week's press release puts the compression gain at about 30 percent over AV1, with HDR changes in the same release. Members named in the effort include Amazon, Apple, Google, Intel, Netflix, and Samsung. Google has been trying AV2 in YouTube and in Chrome, and YouTube streams are expected in early 2027. Meta has said it will use AV2 for Facebook and Instagram video. Intel's SVT-AV2 is a CPU encoder in the same Scalable Video Technology line as SVT-AV1, SVT-HEVC, and SVT-VP9. The release is on aomedia.org.
The chip is an 802.11 b/g/n SDIO Wi-Fi part with Bluetooth. Its staging driver arrived in Linux 4.12 in 2017 and stayed there for nearly a decade of cleanup, including fixes for hostile access points. Greg Kroah-Hartman wrote in the staging pull, lore message atoUedBI3u813dYW@kroah.com, that most of the staging diff this cycle was that driver, and that the work had done its job once a sane driver existed in the networking tree. RTW88 is that driver. The staging copy is gone in 7.4.
The 600 series, including X670 boards, launched with Ryzen 7000 on socket AM5. The sensor sits on the Promontory 21 chipset's xHCI controller, and the same silicon family covers the 800 series. A driver written earlier this year with OpenAI Codex, and merged in Linux 7.2, shipped only the 800-series PCI IDs. Mirko Jechow's patch, lore message 20261004002731.49927-1-mirko.jechow@gmx.de, adds the 600-series IDs and leaves the rest of the xhci-pci-prom21 driver alone. It went in with the USB pull, lore message atoUqhA4O6NAoZ7T@kroah.com, and is marked for the 7.2 and 7.3 stable trees. The hwmon notes are in the kernel documentation under prom21-xhci.
The factory is in Camaçari, on the site of the Ford plant that closed there. BYD is using the 50 percent local rate so the cars count as manufactured in Brazil and can ship to the rest of Latin America, including Argentina and Mexico. Vehicles imported from China face tariffs on those routes. The 2027 capacity figure is the company's plan for that Bahia line. Hitting the local-content mark is what turns the plant into an export base for the region.
The comparison is 2026 against 2025. Concentrate and ore imports are up while China adds refining capacity. Export volumes of unwrought tungsten, tungsten powder, and ferrotungsten are down, and a larger share of what leaves is further down the chain. Ore and concentrate feed ammonium paratungstate and then powder. Powder and unwrought metal go into cemented carbide for cutting tools. Ferrotungsten goes into steel. China already does most of the world's tungsten refining, so a shift from shipping intermediates to shipping finished forms changes what foreign toolmakers can buy.
The Lancet piece is article PIIS0140-6736(26)02112-4. O'Mahony is an Irish physician and the author of Can Medicine Be Cured? and The Way We Die Now. His line in the essay is that the industry exists to exploit people, and he calls it a gold rush with no gold. João Pedro de Magalhães, a professor at the University of Birmingham who works on the genetics of aging, answered that commercial hype is real and that a small slowing of human aging would still change medical demand. He runs the Aging Biology feed that posted the link. The essay is a commentary in The Lancet, and the argument on the page is about how to separate the sales pitch from the biology.
